3 ISSUES Not enough is known about the ways different institutions work Resistance to the EU Bureaucracy an lack of flexibility in EU programmes Takes time to try methods – but time is money More flexibility in a second-lime procedure for altering projects once they’re approved Scepticism towards E- learning E-learning: Minority interest Financial barriers to participation in projects Multicultural Issues

4 ACTIONS Politicians and policy makers need to be made aware of issues from the ‘ground up’ Process of project development has to be more user based

5 STUDENTS Think about different learning types Students as customer – opinions can change policy? Student organisations – ‘fluid bodies’ E-learning: An added pressure Out of little things come something big – put the smaller things together (e.g. wikis) see the big picture and also the grassroots Partnerships, pressure from below - the students want what they have seen somewhere else. Student bodies as a driving force

6 ADVICE Attitudes: learn from each other by doing small projects. Collaborate, respect, shared values Definition of unified quality standards for primary, secondary and university studies in Europe The people at the European commission are accessible and they want to know what issues are at grassroots level Benchmarking should be effective if it is done Definition of standards/quality for EU projects New insights need to be: communicated and applied Role for national or NGO’s to support proposal writing Commercial partners need to be included to ensure dissemination We need an umbrella for local and EU initiatives
