2 What is Labour Fund? Labour Fund Source of financing actions taken to promote employment, tackle unemployment and implement programs for the unemployed In disposal of the Ministry of Labour Its budget comes from obligatory contribution paid by employers

3 Where does money for Labour Fund come from? Money for Labour Fund comes from obligatory contribution for social insurance paid by employers for people who they employ Contribution is paid for people whose employment is based of various types of labour contracts Contribution for Labour Fund is paid for employment period, in the amount of 2,45% of base from which contribution for social insurance is charged (amount of contribution is fixed in budgetary act) Obligation of contribution for Labour Fund results from art. 104 of Act of employment promotion and institutions of labour market. Contribution for Labour Fund is paid by employer if the base from which contribution for social insurance is charged is equal to at least minimal monthly salary. In 2010 minimal monthly salary is 1.317 PLN.

4 Tasks financed from Labour Fund Money from Labour Fund are contributed to labour offices for: unemployment benefits, subsidized works (intervention works), public works, trainings and retrainings of the unemployed, vocational guidance development, IT systems development and labour marker research.

5 Labour Fund in 2004-2010 Total limit of Labour Fund for Silesian Voivodship: 2004 136 130,3 thousand PLN 2005 175 855,0 thousand PLN 2006 170 745,9 thousand PLN 2007 225 852,9 thousand PLN 2008 255 211,5 thousand PLN 2009 259 637,5 thousand PLN 2010 392 978,3 thousand PLN 18 of May 2010 → 1 EURO = 4,02 PLN

7 Criteria taken into account in establishing amount of money from Labour Fund for voivodship To establish the algorithm of money distribution from Labour Fund for voivodship tasks in the fields of tackling unemployment, employment promotion programs and vocational activisation, the following numbers are taken into account: - number of the unemployed at the age over 50 registered in district labour offices in voivodship, according to the level from 31 of October of the previous year, - number of the unemployed at the age before 25 registered in district labour offices in voivodship, according to the level from 31 of October of the previous year,

8 Criteria taken into account in establishing amount of money from Labour Fund for voivodship - number of the unemployed registered in district labour offices of voivodship minus number of the unemployed at the age over 50 and before 25 according to the level from 31 of October of the previous year, - corrective factor which takes into account the unemployment rate in voivodship.
