2. General information In view of the scale of social problems, 14.6% of the structural measures is allocated to the implementation of projects co-financed by the European Social Fund. Most of these funds under the programme focus on the implementation of the revised Lisbon Strategy goals.

3. Supported areas The programme concentrates on support for the following areas: - employment, - education, - social inclusion, - the development of the adaptability of workers and enterprises, - issues connected with the development of the human resources in rural areas.

4. The goal of the OP HC The overall goal of the programme is: - to enable the full use of the human resources potential through increased employment and adaptability of enterprises and employees, - raising the level of education of society, - reducing areas of social exclusion, - supporting the development of the state administrative structures.

5. Voivodship Labour Office vs. OP HC Voivodship Labour Office in Olsztyn is responsible for the implementation of: - Priority VI: Labour market open for all - Priority VIII: Regional human resources for the economy (only the 8.1 Measure).

6. Kinds of assistance Trainings, Business Start – Ups, Employment Subsidies, Job Placement, Apprenticeship, Vocational Counselling.

7. Softening the results of crisis (1) One of the areas especially vulnerable economically as well as socially to the crisis results is the labour market. The Voivodeship Labour Office in Olsztyn undertakes a wide range of activities targeted at softening that difficult situation. Considering the needs of employers and employees whose situation worsened due to external economic problems more money will be spent on implementing the system projects within the OP HC. Due to worsening of economic situation in Warmia and Mazury Region calls for proposals concerning qualifications development of the personel were quickened.

8. Softening the results of crisis (2) More money will be spent on so called ”business start-ups”. The procedure of quicker choice of projects was implemented (so called “quicker path”) which resulted in shortening the time of the choice of projects meaning more flexible reaction to the changes on the labour market. Measures directed to multiple support of beneficiaries from Warmia and Mazury Region (favouring beneficiaries from the region) were undertaken. Apart from this, the special attention was paid to the needs of realization the projects including various kinds of assistance for the unemployed.

9. Softening the results of crisis (3) Facilitations at the stage of formal evaluation enabling correction of applications due to minor fault or mistakes were implemented. Assistance in finding new work (for instance a single relocation/mobility supplement for person, who obtained employment in distance exceeding 50 km from place of living). Assistance in finding new work (for instance a single motivational supplement for person, who obtained employment in new work place with salary lower than in case of work for hitherto employer).

10. Softening the results of crisis (4) Support for persons intending to launch economic activity through using at least one of the following measures: 1) counselling (group and individual) and trainings enabling to obtain knowledge and skills needed to launch and conduct economic activity, 2) granting financial resources for developing entrepreneurship, up to amount of 40 000 zlotys, 3) transitional support in the period up to 6 (or 12) months since day of launching economic activity, comprising transitional financial support paid monthly in amount not higher than equivalent of minimal salary binding for day of paying assistance.
