TCS Confidential and Proprietary 3 E911 History E911 History Xypoint founded in 1993 to provide location services to wireless devices  Built a GPS reference network  Conducted trials with the US Postal Service and Washington State Department of Transportation 1995  Development of location platform and E9- 1-1 application begins

TCS Confidential and Proprietary 4 1996 - FCC Report and Order 94-102 Released in the US 1996-1998 - Significant Legislative and Public Safety Education Effort Associated with Wireless E9-1-1 Services March 30, 1998 - First Commercial E9- 1-1 Service Launched in Indiana January 18, 2001 – Xypoint acquired by TeleCommunication Systems, Inc. E911 History (continued)

TCS Confidential and Proprietary 5  Provide E9-1-1 service to 21 wireless carriers in the U.S, totaling 64 million subscribers.  Currently providing E9-1-1 to over 2000 PSAPs in the US  Providing wireless E9-1-1 Services for:  Verizon WirelessCingular  US Cellular Centennial Wireless  Great Lakes of IowaNtelos  Alabama WirelessCricket Communications  MeretelAdvantage Cellular  Price Communicationsand more…  Corr Wireless TCS E911 Expertise

TCS Confidential and Proprietary 6 TCS E911 Expertise Processing on average over 20,000 9- 1-1 calls per day Largest provider of NCAS Technology in North America Providing 9-1-1 service on all brands of MSC’s (Lucent, Nortel, Motorola, Ericsson) in both CAMA and SS7 Networks Interfaces to all major LEC databases in the US.

TCS Confidential and Proprietary 7 TCS E9-1-1 Basic Call Flow

TCS Confidential and Proprietary 8 (10) XYPOINT to ALI Formatted data with: Mobile Directory Number (10 digit) Location description (Cell Site/Sector) ESZ information (optional) (8) ALI and XYPOINT Send query (ESRK) (9) XYPOINT Match query to stored data Format reply record (7) PSAP to ALI Accept call Send ALI query (ESRK) (3) XYPOINT Match sector to ESZ Assign ESRK & egress selector Store call data SS7 Network SCP Data Network TCS E9-1-1 Technical Call Flow

TCS Confidential and Proprietary 9 NCAS: Carrier controls the technology through TCS Does not require the carrier to store and maintain their information with the LEC Call monitoring is available throughout every step in the SS7 Network from the time the call is made to the actual delivery. Reports are readily available on this information! NCAS vs. CAS

TCS Confidential and Proprietary 10 CAS: LEC controls the technology Carrier must store and maintain their information with the LEC Call monitoring is not available because the call trunks directly to the LEC. No way to observe the call in progress or even verify if the call is complete. NCAS vs. CAS

TCS Confidential and Proprietary 11 NCAS: One call path performs call set-up to complete the voice call, the other path provides call location data and the 10-digit call back #. Average time from send to ring is 5-6 seconds! CAS: Just one path for voice, location and 20-digit callback info. Average time from send to ring is 15-17 seconds unless significant upgrades are made. NCAS vs. CAS

TCS Confidential and Proprietary 12 NCAS: No conflict of interest/competition between TCS and the Wireless Carrier. Coverage data and technical configuration are kept confidential between TCS and the Carrier. CAS: The CAS solution is most often owned and managed by the LEC. Often the only option offered by the LEC, requiring carrier to implement and manage multiple technology solutions. NCAS vs. CAS

TCS Confidential and Proprietary 13 The TCS E9-1-1 Solution Deployment Process Coordinate with PSAPs and Public Safety on Administrative Issues and Deployment Events Coordinate with Carriers on Technical Process (circuits, network design, switch integration, translations) Coordinate with LEC (circuits, selective router and database interfaces, provisioning of data)

TCS Confidential and Proprietary 14 The TCS E9-1-1 Solution Coordinate with carrier related to RF data and mapping to include update and changes Coordinate with PSAPs related to Traffic Plans and Call Routing Coordinate with carriers and PSAPs for testing Profile Drive

TCS Confidential and Proprietary 15 THE TCS E9-1-1 Solution Carrier Technical and Operational Support  Assist in MSC translations  Network monitoring (7x24 NOC)  Trouble identification and resolution

TCS Confidential and Proprietary 16 TCS NOC –Geographically redundant (Seattle, Phoenix, and Annapolis) –Monitored 24 x 7 x 365 –Phoenix Data Center has fully equipped NOC for use during a catastrophic disaster TCS’ E9-1-1 solution is designed to be highly redundant; it’s built in a distributed, multi-threaded, and auto- aware environment. TCS NOC Network Integrity

TCS Confidential and Proprietary 17 Documentation Support E9-1-1 Deployment Kit for Wireless Providers Phase I and II Service Descriptions Wireless E9-1-1 Services Standard Operating Procedures for WSPs Wireless E9-1-1 Services Standard Operating Procedures for PSAPs

TCS Confidential and Proprietary 18 Improved Accuracy. Current Industry Accuracy requirements in the US: Network-based solutions: 100 meters for 67% of calls 300 meters for 95% of calls Handset-based solutions: 50 meters for 67% of calls 150 meters for 95% of calls Beyond Cell-Site Sector

TCS Confidential and Proprietary 19 Precise X,Y Location X, Y Location data delivery components are already included in the basic TCS E9-1-1 service offering. For precise location, TCS obtains the coordinate information (x, y) from a PDE (Position Determining Entity) and converts the coordinates (x, y) to a street address range. The caller’s 10-digit mobile directory number and location record, consisting of the street address where the call originated is then delivered to the PSAP.

TCS Confidential and Proprietary 21 Reliability –TCS has been providing reliable E9-1-1 service to numerous wireless carriers for over 5 years Experience –TCS’ E9-1-1 experience allows us to offer an end to end E9-1-1 solution, while allowing our carrier customers to focus on their core business A Path to the Future –With TCS’ XLP, Carriers can easily upgrade current E9-1-1 capabilities to offer revenue generating location-based services Why TCS for E-9-1-1 ?

TCS Confidential and Proprietary 22 TCS proposes a solution that goes beyond meeting E9-1-1 requirements. TCS’ Xypoint Location Platform (XLP) can support commercial applications as well as wireless E9-1-1 Phase II. The LBS Platform will enable the full menu of location based services, not just call originated applications. Beyond E911: Xypoint Location Platform

TCS Confidential and Proprietary 23 Xypoint Location Platform Location Center—standards-based, location aggregator and deliverer of mobile subscriber information Presence Center—determines on/off state of handset Privacy Center—exclusive TCS feature that defines subscriber privacy preferences and authenticates applications Beyond E911: Xypoint Location Platform
