8 8 ePSIplus recommendations Guidance, clarification, monitoring, awareness raising for at least two more years Member States should submit annual public PSI progress reports (transparent, common metrics) Member States should establish independent regulatory bodies to stimulate and govern PSI re- use and deal with appeals Member States should remove discriminatory practices, e.g. exclusive agreements, untransparent pricing

9 9 ePSIplus recommendations Marginal cost should be the default EC concertation with other standards work –INSPIRE for geospatial data, CEN/ISSS in eGovernment, European Digital Library (culture), Scientific and scholarly information Support for national and pan-European PSI asset registries (including unpublished PSI) Recognition for industry action groups –e.g. Public Sector Information Alliance Discourage monopolistic behaviour –public or private

10 10 ePSIplus recommendations Economic case for PSI re-use at marginal cost needs to be researched and made stronger (i.e. benefits the economy and higher tax income) Commission should emphasise that PSI should be available for re-use on request unless one of a limited and specified set of conditions can be demonstrated Charging/pricing formulae (Reasonable Return on Investment) should be monitored to ensure spirit of Directive is adhered to.
