3.  Before 1970: They did not have to replant any trees, they cut the forests clean.  1986: They limited the size and length of logging contracts. Forests HAD to be replenished.  1994: Amount of wood they can harvest is limited.  Used a new cutting method that protected the soil so new trees could grow.

5.  Clear cutting does not protect soil therefore new tress will have difficulty growing.
