2 The Treaty TITLE XVIII RESEARCH AND TECHNOLOGICAL DEVELOPMENT Article 163 “The Community shall have the objective of strengthening the scientific and technological bases of Community industry and encouraging it to become more competitive at international level, while promoting all the research activities deemed necessary by virtue of other chapters of this Treaty.”

5 Strategic Objectives for EU Research Policy l Increasing research investment –Towards 3% of GDP by 2010, with 2/3 financed by industry l Consolidating the European Research Area –Greater coordination of research policies and activities l Strengthening research excellence

6 European Council, December 2005: “particular priority should be given to delivering a substantial and progressive enhancement of the EU´s research effort, which is generally recognised to be one of the most promising and effective drivers of innovation and growth”.

7 Lisbon strategy Research Growth and Jobs EducationInnovation S&T contributes to the Lisbon objectives: economic growth, employment creation, environmental protection, social challenges: fight poverty, improve human health and quality of life (GSM, remote working, safe roads, etc.)

8 Why research at European level? l Pooling resources  Assembling critical mass,  Enabling “big science”,  Leveraging private investment l Excellence in research  Supporting research careers and mobility of researchers,  Creating world class centres of excellence,  EU level competition to increase quality and creativity l Integration of research  Addressing pan-European challenges,  Coordinating national and regional policies,  Conducting comparative research at EU level,  Disseminating research results more widely

21 EURATOM - Framework Programme Objectives l Nuclear fission & radiation protection –developing safer management of long-lived radioactive waste –promoting safer, more resource-efficient and competitive exploitation of nuclear energy –ensuring a robust and socially acceptable system of protection of man and the environment against the effects of ionising radiation. l Fusion energy research –ITER –creation of prototype reactors for power stations which are safe, sustainable, environmentally responsible, and economically viable E&T activities covered in both parts of the programme
