At NE and E has the border with Moldavian Republic, at N and E with Ucrain, at SE with the Black Sea, at S with Bulgaria, at SW with Serbia and at W with Ungaria.

6.  Nowadays water supply sistems are in the localities with a high standard of living, the main loclities with high tourism potential, respectively 5 towns, 79 villages from witch 13 villages in the Danube Delta and many touristic objectives (hotels, hostels)  The same localities (bigger and touristic) and 2 communes (Baia and Jurilovca) have sewerage sistems.  In the county there are 3 Waste Water treatment plants (one in the city Babadag and 2 in communes Baia and Jurilovca). 8.  The county positionig in a plain area determins solutions that are mainly individual for solving the problems that arise at water and sewerage services.  The relatively low population density and the big distances between localities make difficult the definition of agglomerations in Tulcea county; there can not be realised groups of localities that are the beneficiary of large systems. 9. Main dizadvantages  One of the acute problems of the inhabitants in the Danube Delta is the lack of dirnkable water. The use of the water directly from the Danube for domestic consumpion in the circumstances that the water quality has deteriorated very much from the reference period 1950-1960 presents a series of drawbacks: a very big risk of getting sick, the imposibility of promotion of economic activities,  The dizadvantages of a lack of a sewerage and a waste water treatment system are uncontroled evacuations of waste waters with serious pollutans wich affects public health and the quality of environment factors and generates pollution that downgrades the environment factors.

10. Changes in view-corrective measures  For diagnosing the existing situation in Tulcea county a Master Plan has been elaborated in the year 2007  The strategies have been analised and the interventions/works/investments needed have been identified on the short, medium an long term.  The problems and the solutions that have been prioritisated.  For solutioning the problems of water supply and sewerage in the Danube Delta there have been realised o series of projects, some already implemented, others in process. The proposed works will lead to the growth of population life quality in the area, the protection of species habitats in the area, improvement of life conditions of specis of flora and fauna in the Danube Delta.
