2 4/19/2017 BLACK SEA BASIN COUNTRIES : Armenia Azerbaijan Bulgaria Georgia Greece Moldova Romania Russia Turkey Ukraine For more than 2000 years, the Black Sea has been a border between the empires. One by one, the economic and military power of the Greek ancient cities, then the Roman, Ottoman, Czarist Empires have had the Black Sea as a border stone. Today, the Black Sea is the border of the European Union and the access gate to the East. The Black Sea is still the crossroads of several religions and civilizations. By its own resources – transport corridors, energetic resources, the Black Sea region is a region of opportunities for economic growth for its basin countries but same time for Europe itself.

3 BLACK SEA EUROREGION A C.L.R.A.C.E. INITIATIVE
4/19/2017 The special commitment of the Congress of Local and Regional Authorities of the Council of Europe for issues related to the Adriatic, Baltic, Black and Mediterranean Seas has resulted in initiatives such as the setting up of the Adriatic Euroregion and the first actions undertaken in the perspective of creating the BLACK SEA EUROREGION. Important steps have been taken in this respect through the International Conference on Interregional Cooperation in the Black Sea (Constanta, Romania, March 2006), as well as the 2nd Conference on Black Sea Cooperation that was held in Samsun (Turkey) in November 2006 and 3rd Conference which was held in Odessa (Ukraine) in June 2007. 5 Why a BLACK SEA EUROREGION ?
4/19/2017 Why a BLACK SEA EUROREGION ? As of the 1st of January 2007, with the accession of Romania and Bulgaria to the EU, the Eastern border of the European Union moved here which brought about new funding opportunities to the Black Sea countries (European Neighborhood and Partnership Instrument, Black Sea Synergy, Romania-Bulgaria Cooperation Program etc). The creation of a strong institutional background and the association of local and regional authorities in the Black Sea area can determine a better use of such funding resources and a good basis for the improvement of regional development in the most various fields.

6 Why a BLACK SEA EUROREGION ?
4/19/2017 Why a BLACK SEA EUROREGION ? Cooperation and development are interdependent and essential factors for enhancing stability in the area and overcoming the difficulties that the Black Sea states are confronted with. The achievement of a functional Black Sea network and the framework for interregional cooperation will lead to a better identification and use of resources in the area, an improvement of the management capacities of the local authorities and enhancement of good governance at the local and regional level. Getting to know each other better will make conventional borders disappear and give birth to a large and harmonious Black Sea family.

4/19/2017 Why a BLACK SEA EUROREGION ? The goals and actions of the Black Sea Euro-region are complementary to any Black Sea structure and all the organizations should work together in order to develop this area where we all have interests. Besides the fact that such a structure shows the tolerance and the respect we pay to one another, this helps us understand the other cultures and easily identify their needs. We, as local authorities, mandated by the citizens of the regions we represent, must turn words into facts, start discussing practical, common projects, meant to bring more prosperity to the inhabitants of the Black Sea area.

4/19/2017 BLACK SEA EUROREGION PROPOSAL PROJECTS transport infrastructure – Constanta County Council Airport, to be build in order to provide regular flights that would connect our city to any other Black Sea town youth – Black Sea University, to be established in order to provide education to all students from any Black Sea town on specific issues related to the Black Sea Basin such as tourism management, coastal and urban area management, environment protection, etc tourism – Black Sea Cruise, in order to provide integrated tourist services to all cities around the Black Sea and connected with a Danube Cruise, from the Danube course to its Delta

4/19/2017 BLACK SEA EUROREGION PROPOSAL PROJECTS sports - Black Sea Sports Cup, meaning sport competitions organised every year in another city of Black Sea culture – Black Sea Folk Music Festival, for promoting unity by regional cultural diversity democracy and human rights protection – develop a permanent comittee under the Congres authority for exchanges of best practice and disseminate the European Union democracy principles
