3 Measures objectives systematically work on freight delivery issues in the Zagreb city centre; a) revising existing freight delivery regulation b) creating public partnership scheme c) implementing some form of coordinated delivery. Proposals: complete restriction of delivery traffic in the study area after 7 a.m. introduce time window for some shippers between 10.30 a.m. and 11.30 a.m. delivery corridors with delivery spots CIVITAS-ELAN presentation, Hrvoje Pilko, B. 5 Implementation process Proposed measures were send to City of Zagreb Transport and Traffic Department = no official response no implementation Pilot project – demonstration of proposed measures during two week period In the fourth year of the ELAN project the measure was stopped CIVITAS-ELAN presentation, Hrvoje Pilko, B. 6 Measure outcomes Impact evaluation No impact on freight delivery - due to failed implementation, the measure didn’t produce any measureable key results - gained experience (freight delivery traffic flows were analyzed for the first time in the city centre) No impact on acceptance of freight restrictions - citizens: effectiveness of measures is estimated rather low (around 4 out of a total of 9) - inhabitants: higher acceptance for a limited delivery zone and limited number of delivery spots - business subjects: do not want any changes (believe that measures could have significant negative influence on their activities) but they accept delivery corridors CIVITAS-ELAN presentation, Hrvoje Pilko, B. 7 Process evaluation Barriers: Commitment of key stakeholders – lack of cooperation caused insufficient consensus on consolidated delivery Stakeholders (user) acceptance – pilot project planned to introduce higher fees for those business subjects who do not comply with new restrictions greater revolt toward measure Complexity of the problem to be solved – finding the agreeable solutions for everyone turned out to be an unreachable objective Drivers: Personal motivation – key participants were motivated because they had chance to work with experts in this field Similar measures were implemented in other cities – positive experience helped in dissemination and education of stakeholders Large number of stakeholders – work together on the same issues which resulted in open dialogue workshops and exchange of views and experience CIVITAS-ELAN presentation, Hrvoje Pilko, B. 8 Lessons learned Importance of stakeholder cooperation at all levels Timing for citizens’ engagement - citizens’ engagement had to start at the beginning of the project - if the critical mass had been reached speed up the necessary decisions Start small and build up - implementation of the measure in some other part of the city, where there is less demand for delivery, maybe it would be easier to convince decision-makers and other stakeholders that it’s good idea to try to implement similar activites in the centre of the city CIVITAS-ELAN presentation, Hrvoje Pilko, B.
