www.bustrip-project.net BUSTRIP -Toolbox for Sustainable Urban Transport Plans Welcome on board! Anna Granberg, Project Coordinator, anna.granberg@ubc.netanna.granberg@ubc.net 5 th European Conference on Sustainable Cities and Towns Sevilla, 22 March

www.bustrip-project.net Objectives BUSTRIP – “ Baltic Urban Sustainable Transport Implementation & Planning” will help cities to: break the link between economic growth and the seemingly inevitable growth in transport; establish an effective inter-city cooperation on Sustainable Urban Transport Plans (SUTP’s) through Peer Reviews 12 Cities make SUTP’s and start implementing them through pilot actions.

www.bustrip-project.net The BUSTRIP Peer Review; provides constructive criticism of cities current progress towards sustainable urban transport systems; identifies key issues making recommendations for actions to help cities to accelerate their progress towards sustainable urban transport systems; Kick-starts the preparation and implementation of Sustainable Urban Transport Plan. Peer Review

www.bustrip-project.net Peer Review Each city were reviewed during a week by a team of experts from the other cities; in a friendly but critical atmosphere were the cities performance on SUT evaluated; all relevant stakeholders were interviewed;. outcomes were analysed and discussed in the group and the preliminary findings were presented to the city: compiled into a Peer Review report.

www.bustrip-project.net Benchmark The BUSTRIP Benchmark; Is adapted from the Final Report of the EU expert working group 2004 on Sustainable Urban Transport. Describes the characteristics that should be evident within SUTP. Is an ideal that the cities are moving towards and can compare their performance with.

www.bustrip-project.net Peer Review findings Technology will not solve urban transport problems on its own! Walking, cycling and public transport need to be the sexy option! Private personal transport users pay the full environmental cost. Integrating spatial planning - Travel and transport arises from where people live, work, do their shopping and have fun! New business and housing development without the necessary public transport, cycle ways and pedestrian facilities.

www.bustrip-project.net Peer Review findings Lack of; Political commitment – sustainability a catch phrase; inter-sectoral cooperation; policy coordination with national and regional bodies; integration of urban planning & transport planning; capacity building; long term planning and visioning…

www.bustrip-project.net SUTP – toolbox SUT Plan  Baseline Review  Vision & objectives  SUTP scope and definition  Responsibility and organisation  Adoption and approval of plan  Identifying finances Planning principles  Policy coordination through actor cooperation  Citizen participation and stakeholder cooperation  Equality and gender equity  Capacity building SUTP Implementation  Targets  Allocating finances  Assignment of responsibilities  Monitoring and assessment SUTP Principles  Reduced need for transport  Enhanced modal shift  A clean and silent transport system  Accessible, safe and fair transport  Efficient urban logistics

www.bustrip-project.net Stakeholder cooperation Findings: lack of cooperation; Stakeholder analysis; Methods how to involve stakeholders, visioning suitable start; Why; more transparent decision making, easier to implement unsuccessful measures, more knowledge;  Stakeholder cooperation plan & a well anchoraged SUT basis for behavioural change

www.bustrip-project.net Inter sectoral working group Findings: lack of cooperation between departments; Working group containing relevant departments, urban planning, environment, real estate… Consult social, educational, sports, financial… Responsible for the development of the plan;  Integrated urban and transport planning taken into account the major transport creators in the city

www.bustrip-project.net Policy coordination Findings: lack of policy coordination; Coordinate with SDS, General plan and development plans On all levels: Regional, National and EU  A coordination of existing plans and policies and a SUTP relevant for the whole urban area

www.bustrip-project.net Capacity building Findings: lack of capacity; Build capacity not only among transport planners – also politicians, urban planners, Sustainability coordinators… Use pilot action as a mean of capacity building in the city. Study visits and Peer Reviews  A common understanding on how the be at the heart of Sustainable Transport

www.bustrip-project.net Targets Findings: lack of well defined targets; Logical ladder – Vision (long term, guiding star), Objectives, Targets. Targets – SMART, Simple, Measureable, Achievable, Realistic &Timed Basis of implementation  A plan that is implemented!

www.bustrip-project.net SUT principles Reduced need for transport Enhanced modal shift A clean and silent transport system Accessible, safe and fair transport Efficient urban logistics  Example from Gdynia

www.bustrip-project.net Outcome of the work: Attractive and successful city!

www.bustrip-project.net Toolbox SUTP toolbox; main outcome of the project; give comprehensive guidance to cities interesting in making SUTP; produced in 7 BSR languages, Russian and English; Guidebook, a web site and a leaflet first draft version in two months time Test group – interested city contact us!

www.bustrip-project.net Final stop! Thank you for your attention & welcome to Final Conference in Turku, Finland 7-9 November 2007, www.bustrip-project.net Anna Granberg, Project Coordinator, anna.granberg@ubc.netanna.granberg@ubc.net 5 th European Conference on Sustainable Cities and Towns Sevilla, 22 March
