Standardized “DICTIONARY” defining common USMC capabilities as “Tasks” Provides the building blocks for METL development MARADMIN 177/08 (141508Z MAR 08) “GUIDANCE AND POLICY FOR MARINE CORPS TASK LIST (MCTL) DEVELOPMENT, REVIEW, APPROVAL AND PUBLICATION” MET: Mission Essential Task A single MCT determined by a reporting unit or installation considered “essential” to mission accomplishment and listed on their METL Has associated proficiency standards aligned or linked to COI T&R Manuals (units) or DoDI Benchmarks Installation Title 10 requirements METL: Mission Essential Task List The list of “essential” critical, discrete, externally-focused tasks that directly enables the execution of the organizational mission Core METLs capture the tasks for which standing organizations were designed, and are standardized for each unit type E-coded Event An “evaluated” collective training event that is a critical component of a mission essential task (MET), or a key indicators of a unit’s readiness. Standardized “DICTIONARY” defining common USMC capabilities Maneuver Intelligence Fires Logistics Command and Control Force Protection Contains Task Title, Task Definition, Doctrinal References and Suggested Measures EXAMPLE Marine Corps Task Task Title: MCT 2.1 Plan and Direct Intelligence Operations Definition: To assist tactical Commanders in determining and prioritizing their intelligence requirements (IR), to enable them to plan and direct intelligence, counterintelligence, and reconnaissance operations to satisfy these requirements. This task includes identifying, validating, and prioritizing IRs; planning and integrating collection, production, and dissemination efforts; issuing the necessary orders, requests, and tasking to the appropriate intelligence organizations; and conducting continuous supervision to ensure effective and responsive intelligence support to current and future operations. Doctrinal References: (JP 2-0, 2-01, , , MCDP 2, MCWP 2-1, 2-2, NDP 2, NWP 2-01, NTA 2.1) Suggested Measures: M1 Days To disseminate initial and subsequent PIRs to all units. M2 Hours Between updates of PIRs by Plans Cell. M3 Days In advance of collection, intelligence requirements identified. M4 Percent Of PIRs identified during execution, not previously identified. M5 Hours After collection, priority intelligence requirements (PIR) disseminated to subordinate units. M6 Percent Of total PIRs identified during execution (Execution plus Crisis Action Planning). Designed Capabilities of a USMC Unit or Functional Support Capabilities of an Installation, Base, Station Divided into Six Warfighting Functions When MCT building, we only write tasks that do not include environments. We will, however, write tasks unique to a specialized unit. In building METS for inclusion into MCTL, the task selected by a commander must be deemed to be essential/critical to the unit’s mission accomplishment with appropriate conditions and performance standards to assure success. MCT build process proceeds with a thorough review of the suggested task. After MCCDC receipt of a suggested task or subtask, the definition of that task must be reviewed, Doctrine provides documentation to support the identified task, and TECOM provides the measures, criteria, and standards by which the unit trained for the task. As units submit tasks to MCCDC for MCTL inclusion, proper alignment of the task with the UJTL is done, and subsequent DRRS database population of task follows, to assist the unit in reporting readiness of that particular MET. Supporting Establishment MCT Example: Currently working with CBIRF in developing METs, so using them as an Example. The 1st Example shows a suggested MET that the Chemical Biological Incident Response Force (CBIRF) currently performs that needs to be included in the MCTL. This MET, to conduct Command and Control… is addressed in Command & Control MCT 5. The CBIRF unit’s specialized task is addressed in both MCT 6.4 and which addresses Force Protection mission tasks unique to a specialized CBRNE unit. The 2nd Example shows a suggested MET for inclusion that is NOT addressed in the MCTL. This CBIRF MET needs to be added as either an individual task to a listed CBRNE task already defined. These Examples illustrate that it is important to realize that many MCTs that a particular unit performs and is critical to their mission accomplishment are addressed in the current MCTL. The ENVIRONMENT in which a unit performs their task is a CONDITION of the task they perform, not to be defined as a separate MCT or within the Title of the task. 01 MAR 2013 UNCLASSIFIED 5

USMC METL DEVELOPMENT COMMANDER
All DRRS-MC reporting organizations develop METLs: COMMANDER CORE METs Fundamental design capabilities of an organization Standardized for each Unit type/Installation TECOM Standards/ T & R Manual Aligned Installation Benchmarks ASSIGNED MISSIONS Named by JCS/SECDEF New Dawn/OEF/SFOR Homeland Security/FEMA METLS developed/ reported when unit prepares to deploy or provides >25% of capability OPLANS Top Priority Plans Mission Analysis to determine “Essential Tasks” required COMMANDER’S ANALYSIS In the past, METLs have been used for unit readiness evaluations through the Marine Corps Combat Readiness Evaluation System (MCCRES) and TECOM develops T & R manuals based on METs/METLs. UNIT METLs today are derived by three sources: Assigned METs – missions/tasks assigned by higher headquarters. OPLAN derived – Essential Tasks identified during Mission Analysis. Core METs - METs that are based on unit design supported by their respective T&R Manuals. The METL is the commander’s tool for remaining focused on mission accomplishment. A METL contains the list of a command's essential tasks with appropriate conditions and performance standards to assure successful mission accomplishment. METL Standardization and Alignment
CD&I, TECOM (MAGTF TS) and MARFORCOM conduct “Core” METL Standardization Development Workshops for all GCE, LCE, ACE units, and the Installations/Bases/Stations. 4 yr. effort to align METL Workshop products prior to COI T&R Manual Conferences ensuring METs are identified and linked to T&R Manuals. Established Core METLs are uploaded into the MCTIMS Taskmaster Module and DRRS-MC database for OPFOR unit and installation readiness reporting : – Core METLs are linked to a unit’s T&R Manual with E-coded or collective training events; and, – Define the unit’s Output “Standards” corresponding resource personnel and equipment, and training requirements, to ensure fielding of all warfighting capabilities are integrated across DOTMLPF. 01 MAR 2013 UNCLASSIFIED

Critical, discrete, externally-focused tasks that directly enable the execution of the organizational mission Core METs capture the tasks for which standing organizations were designed, and are standardized for each unit type Core Plus Mission Essential Tasks Core Plus Tasks have a lower probability of execution or are theater specific Not included in unit readiness assessments Units may elect to include core plus tasks in their METLs and associated training plans Assigned Mission Essential Tasks Assessed when 25 percent or more of a unit deploys or prepares to deploy in support of an operation. Mission Essential Task (MET)
A Mission Essential Task (MET) is an activity (task) deemed “essential” or “critical” to mission accomplishment. A MET is absolutely necessary; indispensable. Task Conditions Conditions are derived from the UJTL for ALL Services
Conditions describe the variable of the OP environment or situation broken down by Physical, Military or Civil, in which a unit, system, or individual is expected to operate that may affect performance. If the Condition does not affect how to train, organize, or equip to perform the task, it may not be relevant and should not be used. 01 MAR 2013 UNCLASSIFIED

Capability Portfolio Management (CPM) Construct that evaluates USMC investment strategies against CMC prioritized requirements. MCTL Overhaul: MCTL underwent a complete overhaul in order to support Defense Readiness Reporting System (DRRS) implementation by 30 Sept 05. There were 473 MCTs (298 between 96-03, plus MARFORLANT added in new tasks), The current MCTL now has 561 Revised Tasks, majority of which were reworded and relocated to be in alignment with UJTL and UNTL MCCDC coordinated the MCTL as a common language task list for MARFOR unit METL development. PACOM was using old MCTL; currently revising their METLs using the new MCTL Draft. MCCDC future intent is to revise existing, and review suggested, unit METs submitted for inclusion into MCTL and subsequent population into DRRS. I have a POA&M Slide at the end of this brief to illustrate how MCCDC plans to build and develop METs for the Supporting Establishments, Critical Infrastructure Protection, AT, etc. and timelines to accomplish this. UNTL USMC participated as co-author of the UNTL 1998 with approving signatures of the CNO/CMC/CCG. We did not participate in UNTL 2.0 due to the CMC change and the events of 9/11. MCTL is now Chapter 4 in the UNTL 3.0, for ease of USMC task selection, and is to be signed, staffed and released by 1 Dec 2005. The MCTL provides a leveraging tool to support Expeditional Manuever Warfare concepts and to show sister service interoperability with the Navy by being able to develop JMETLs using a common Naval publication.
