3 3 First DLOC meeting held under the Chairmanship of worthy Deputy Commissioner Kurukshetra on 16.11.2012. The Deputy Commissioner gave the instructions to all concerned departments regarding Red Ribbon Express which is arriving in District Kurukshetra on dated 08.12.2012 to stay here on 08.12.2012 to 09.12.2012 District Level Advisory and coordination committee formed as follow: - Dr. Vandna Bhatia Civil Surgeon, Kurukshetra declared District Nodal Officer by Worthy Deputy Commissioner, Kurukshetra Chairperson- Deputy Commissioner Members:- 1.Sh. 4 4 Pre Arrival activity done till date  Liasoning with the Railway officials informing about the route of the RRE  Civil Surgeon, Dy. Civil Surgeon along with Station Supdt. Mr. S.K. Gupta visited the Railway Station and inspected the platform where the train will come.  Identification of Platform for RRE site identified which is known as Mela Area Platform at Kurukshetra junction.

5 5 Logistic arrangements at Halt Point  Approach road identified.  Electric supply Railway Suptd. will coordinate with Executive Engineer, HVPN.  Availability of safe drinking water Suptd. will coordinate. Executive Engineer Public Health.  Sanitary arrangement EO/MC Thanesar.

6 6  Celebrity for inaugural function will be Mrs. Navraj Sandhu Worthy Principal Secretary (Health Department) Govt. of Haryana.

7 7 Organize inaugural Function  Site for inaugural function inspected.  Venue, hoarding /banners, tentage has been arranged for the inaugural functions.  PA system and Deepdan will be arranged by DPRO.

8 8 Arrangement for Photography and Videography  Arrangement for Photography and Video- graphy will be arranged by Health Department.

9 9 IEC activities IEC activities regarding HIV /AIDS awareness and RRE arrival till date. Meeting of SMO’s and MO’s I/c CHC/PHC held on 24.11.2012 for extensive. mobilization of Health staff ASHA’s and community Members to visit RRE train. IEC activities regarding HIV /AIDS awareness and RRE arrival through Nukkad Natak done from 27 th to 29 th Nov. 2012 by G.S. Channi and Group of Chandigarh at KUK, NIT, SKIET, Umri, Kheri Ramnagar, Khaspur, Mohan Nagar, Gandhi Nagar and Fauji Colony.

10 10 Identification of volunteers  40 volunteers identified for RRE arrangements and they are being trained.  Training scheduled on 03.12.2012 at District Training Centre, Kurukshetra (LNJP Hospital)

11 11 Awareness on HIV/AIDS RRE Arrival through News Paper.  Awareness on HIV/AIDS RRE Arrival through News Paper going on regularly.

12 12 Activities to be conducted by Health Department  Extensive mobilization of ASHA, ANM, SMS Group.  Mobilization of community member to visit Red Ribbon Express.  Educating the visitors on various aspects of HIV /AIDS.  Educating the visitors on various Health scheme.  Arranging Health Camps and Blood donation camp by providing Medical and Paramedical Staff.  Ensuring counseling and testing facility regarding HIV/AIDS.

16 16 District Administration  Ensure mobilization of public to visit RRE train.  Ensure mobilization of trainees such as Panchayati Raj institution (PRI), self help group, men in uniform, trade union etc. through concerned departments.  Ensure regular supply of safe drinking water, electricity and make necessary sanitary arrangements etc.  Ensure deployed of local police, GRP and RPF for ensuring safety and security of visitors and property.  Necessary directions to cable operators in their district for wide publicity and arrange media workshop.  Organize welcome function at each halt station and organize state level function also.  Involvement of local Leaders and Public representative of District for inaugural function and other RRE activities.

17 17 Department of information, Public relations and cultural affairs  Ensure adequate publicity to both train and IEC bus event.  Special radio and TV messages to provide extensive coverage during the stay of RRE in the state.  Cultural activities by troupe Chandigarh.

18 18 Ministry of Railways  Allocation of appropriate platform.  Sanitation/access, water, power back up supply, coach washing at halt station at the platform.  Assist in locating space for inaugural function and exhibitions at platform.  Deploy security personnel for maintaining law & order and to ensure safety of visitors and property etc.  Announcement on RRE and HIV/AIDS message in all stations through the public address system.

19 19 Secondary/Higher, Technical Education and Industrial Training and vocational education department  Mobilization of maximum number of adolescents/Youths from 9th class onwards be brought to the railway stations to visit RRE.  To facilitate the transportation of the students to railway station and back.  Rallies. Seminars/quiz competitions/poster competitions be conducted by students on the theme of AIDS awareness.  Depute 3 batches of 60 each teaching staff for training for attending the two hours interactive session in the train.  To ensure participants of school/college/polytechnic/IT in the cultural folk performance on the platform through RRE.  Voluntary blood donors.  Ensure involvement of Red Ribbon Clubs in all degree colleges in the respective district.

20 20 Department of Police  Deploy security personnel for maintaining law and order and to ensure safety of visitors and property.  Voluntary blood donors.  To provide trainees list.

21 21 Department of Women & Child Development Deptt. Social Justice & Empowerment Youth Affairs & Sports  Mobilization of the people especially youth and women groups to visit the train and attend the IEC van based programme.  Identification of nodal officer of respective departments at State & District level to coordinate various activities including batches of trainees for coach no. 5.  Voluntary Blood donors.

22 22 Departments of Panchyat & Development/ Rural Development  Mobilization of the people especially youth and women groups to visit the train.  Ensure maximum number of villagers attends the outreach activities.  Mobilization of elected representatives from Gram Panchyats, Block Samities and Zila Parisad.  Batches of staff for training.  Voluntary Blood donors.

23 23 Transport Department.  Mobilization /Transport facilities.  Advertisement display facilities at Bus Stand and on the buses..

24 24 District Public Relation Officer  Wide coverage of RRE & outreach activities.  Press releases on Regular basis.  Volunteers Blood donors.

25 25 NRHM/Health Department  Depute 6 ASHA workers for NRHM coach, counselors and LTs for Coach No. 6  Provide doctors at coach No. 6 for STI treatment and general health check up with medicines.  Deploy the NRHM MMU vans in concerned districts for mass mobilization for RRE and to run in tandem with IEC buses of SACS.  Ensure provision of general health check –up at the platform and provide for IEC material.  Arrangement of vehicles for referral services and emergencies.  Ensure refreshments for volunteers, Doctors and counselors.  Ensure proper arrangement for lodging and food of IEC bus team-volunteers etc.  Issue Identify Cards for all the Volunteers of RRE in the District.  Ensure necessary arrangement s for voluntary Blood Donation Camps at all halt station on the half days in coordination with the Blood Bank In-charge.  Ensure proper counseling and testing arrangements at the Plateform.  Two batches of staff for training.

26 26 Department of Industries & Commerce  Mobilization of workers to visit the RRE  Facilities for Mobilization.  Training batches of staff.  Voluntary Blood Donors.

27 27 Labour Department  Mobilization of workers to visit the RRE  Facilities of Mobilization.  Training batches of staff.

28 28 Nehru Yuva Kendras  Arrange local volunteers for IEC van activity.  Ensure Mobilization of rural youth especially out of school youth for the IEC van activity.  Arrange for one batch of youth for the on board training/ orientation at all the halt stations.

29 29 NCC, NSS Departments  Arrange volunteers to manage crowd on the platform.  Ensure adequate train visit of cadets.  Arrange for two batches of cadets for the on train training/orientation at all the halt stations.  Voluntary Blood donors.

30 30 Haryana State Red Cross Society  Mobilization of staff to visit RRE.  Organization of Voluntary Blood donation camps.

31 31 Department of Ayus  Organization of Health check-up camps.  Display of IEC material.  Mobilization of staff to visit RRE.
