4 Maritime Data and Indicators » Memorandum (2) Suggestions on how to improve the situation: Suggestions on how to improve the situation: - Production of a management chart for data and indicators concerning maritime and coastal policies; - Creation of an organised structure within the EC to ensure consistency and complementarity of EU initiatives; - Systematic introduction of provisions on data and indicators in the regulations and guidelines for EU programmes,

5 EMODNET Building a European marine knowledge infrastructure: Roadmap for a European Marine Observation and Data Network Marine data is a high price product and must be useful for a large panel of actors and activities - Aim of the project - Provide a basis for reflexion, monitoring, application of policies, and indicators relating to European maritime affairs in a context of integrated management, - Facilitate the understanding and/or management of Marine biodiversity, circulation of pollutants, impact of climate change in the sea and the coastal zone, erosion, provision of marine food … that needs a lot of data and doesnt know administrative jurisdiction

7 EMODNET - 2 Answer of the regions for the public consultation GEOGRAPHICAL SCALE GEOGRAPHICAL SCALE - Sea basin scale is a necessary basis for characterizing marine hydrodynamics and assessing biodiversity, fish stocks, climate changes, transport of pollutants, etc... - EU must sets up cooperation mechanisms with non-EU countries to have joint collection of data and we suggest the setting-up of regional bodies for data cooperation and coordination - It is therefore necessary to take into account a land- sea interface including the coastal river basins to understand and manage the human impacts - Needs of multidisciplinary approach between terrestrial and marine scientific disciplines

8 EMODNET -3 Answer of the regions for the public consultation ACTORS ACTORS - The principle actors cited in the document are: the EU, States, scientific community and private firms. - It doesnt take into account the operational level of management of the coastal zones - The Regions and other levels of governance are users and producers of data to observe and manage ; human activity, coastal economy, coastal protection, environmental protection, pollution, fisheries management and aquaculture, port activities - These data are often collected independently of any scientific programme

9 EMODNET Answer of the regions for the public consultation ACTORS ACTORS - The data of scientific community have rarely connections with the operational needs - a forum for dialogue between science and management is indispensable - The cooperation of the regions in the sea-basin level bodies can improve this situation - In other way, many of Europes maritime Regions have created geographic information systems (GIS) to manage their policies and their territories - These GIS have often been developed independently - Its supposed that in a cross-border context, but also at the level of sub-regions, the regional GIS will be more easily interoperable than national systems. - Test of interoperability between regions on issues related to coastal management are planned in european projects like MAREMED...

10 EMODNET Answer of the regions for the public consultation ACTORS ACTORS - For these reasons, the Regional level should also, in our view, be included in the diagram on the construction of indicators (Figure 1). - The Regions are ready to share their experience under the action planned by the Commission on coastal human activities management and maritime spatial planning

11 Regional Event in Brussels – December 2009 : exchange on experiences among regions about their geomatic management tools for the coastal zone. IMP emergence has highlighted the need for for reliable and comprehensive data. Need to coordinate the actions on coastal areas initiated by a number of DGs.. Initial observations from regions show : major shortcomings in terms of coordination, a major need for regional and local authorities to have operational data that correspond to realities on the ground, a capital too often underused in terms of analysing and sharing data at regional level. Political expectations: IMP needs to be designed and led on the basis of good quality data; Operational and technical needs.

12 Regional Event in Brussels – December 2009 : exchange on experiences among regions about their geomatic management tools for the coastal zone. The technical seminar will initiate a process, the aims are: The technical seminar will initiate a process, the aims are: - To reach a better comprehension of what is doing and who is working; needs of lisibility, - Present regional experiences in order to show the capacity of Regions in this field. - How to prepare the future work, Our intention is to lay the fondation for a long term action to set up a system of governance for data at european level in the maritime and coastal field.

14 EMODNET Answer of the regions for the public consultation DATA DATA - The Regions underline the impact on the environment of the coastal tourism and nautical activities and the need of these data for the IMP - Priorities of European programming: it would be important to add * Training for local managers in the use of data management tools * The necessity to archive historical data (over the last fifty years) on different media to preserve valuable and useful information, particularly in the area of climate change (especially extreme events) and monitoring of ecosystems and biodiversity.

15 EMODNET Answer of the regions for the public consultation Regions of the CPMR offer : - to take part in the testing of the urEMODNET prototype - to organise a seminar with the Commission to present examples of the data management systems they have set up in the framework of their operational policies relating to the coastal areas.
