22 22 Project Management and “LAP” (Local Agency Program) Certification: LAP certification - Section 334.044 (2), Florida Statues - Establishes uniform practices for Federal-Aid Funds distribution. Ensures that all State and Federal requirements are met. Assigns organizational responsibility, oversight and quality assurance. Projects administration by qualified staff with experience in FDOT projects. Local Agency (County) capable of Project Management or may enter into consultant agreements to do same.

23 23 Seminole County’s Role in the LAP Process: County is LAP certified and is the “Local Agency” for this project: County will enter into a LAP Agreement with FDOT. County will manage project (i.e. progress meetings, coordination with FDOT and financial management). County’s Responsibilities as “Local Agency”: Develop Scope of Services for design of all phases (including full right-of-way maps). Select Engineering/Design firm (City PW Director is 1 of 3 voting members). Adhere to LAP Manual guidelines through project duration.

24 24 City of Oviedo’s Role: Coordinate ‘Public Outreach’ element during design and construction phases. Coordinate R.O.W. acquisition with State ROW Office. Enter into JPA’s with Seminole County for “enhanced” landscape and hardscape amenities.

25 25 Recommendations 1. Approve recommended “pedestrian-friendly” typical section with TDLC features. 2. Approve Phase I proposal for intersection improvements (subject to $6.5 million in TRIPS funding). 3. Initiate competitive process for selection of Engineering/Design firm to prepare project design based on Phase I proposal and revised “typical section” (coordinate process with Seminole County). 4. Have City staff develop “Corridor Management Plan” to lessen right-of- way costs. 5. Advocate and work in partnership with other governmental agencies: MetroPlan, Seminole County and FDOT. 6. Continue to seek Federal Appropriations.
