MHA’s Earthquake mitigation initiatives National Core Group on Earthquake mitigation National Earthquake Mitigation Project Urban Earthquake Vulnerability Reduction (for accelerated earthquake mitigation ) in 38 cities around the country National Programme for Capacity building of Engineers for EQ risk management [NPCBEERM] National Programme for Capacity building of Architects for EQ risk management [NPCBAERM]

National Programme for Capacity Building of Engineers for Earthquake risk management Ministry of Home Affairs, Govt. of India

MHA’s advisory to all States Review and amend building byelaws In Municipal areas, all building plans to be submitted by architects and certified by a structural engineer (who will be responsible for code compliance) Evaluate seismic safety of existing life-line buildings and initialize retrofitting process Mandate for retrofitting of private hospitals, office and shopping complexes Carry out awareness generation campaigns

Sustainable earthquake risk reduction in all states. NPCBEERM All states and UTs – May 2004 to April 2007

Stakeholders N.R.I s S.R.I s All State/UT Governments Municipalities/Urban local bodies Govt engineers Private engineers Institution of Engineers

Activities Selection of N.R.Is Finalise curriculum for T.o.T (6 wk and 2 wk) Selection of S.R.Is & faculty Training Calendar Training of SRIs Establishment of Hazard safety cells Training & certification of serving/practicing engineers Consultancy services to state for Building byelaws review Consultancy services to state for vulnerability assessment and retrofitting

National Resource Institutions IIT Roorkee CBRI Roorkee IIT Delhi IIT Kanpur BITS Pilani IIT Kharagpur IIT Gawahati IIT Bombay IISc Bangalore IIT Madras SERC Chennai

Role of National Resource Institutions Finalization of course curriculum Development of resource material for training Finalization of equipment support to State resource Institutions Training of Faculty members from SRIs or Govt. Nominees (where SRIs are not available) Technical advisory support to SRIs Monitoring and reporting on programme.

Role of National Resource Institutions.. (contd.) Technical committee among N.R.Is for finalization of reference materials, list of equipment support to State resource institutions Organize technical workshops to improve the quality of the programme

State Resource Institutions Identify faculty for training as trainers Conduct training and certification for serving/practicing engineers Assist State Government in review and revision of building byelaws Assist State Governments in assessment and retrofitting of Lifeline structures. Conduct on/off-campus trg for States with no engg colleges

Outcomes Capacity building of state resource institutes 420 faculty of SRIs/Govt nominees trained in seismic safe constructions Establishment of Hazard Safety Cells Framework for compulsory certification of practicing engineers 10,000 practicing engineers trained Appropriate Techno-legal regime in place in all States/UTs Consultancy services for vulnerability assessment and retrofitting of lifeline buildings in all States/UTs.
