August 27- September 15, 2009 - Conducted Preemptive Health Risk Assessment of all population at risk around the declared danger zones of MV 3 Cities and 5 Municipalities 7,758 patients assessed and treated

Preparedness Measures Undertaken
Deped: Identified and prepared safe evacuation centers gender sensitive and rights based with water supply, community kitchen, electricity and other amenities. Construction of permanent evac centers in schools (Camalig, Guinobatan and Daraga) Apsemo: targetting of evacuation review of master list of population at risk Sustained social preparations and community mobilization through barangay assemblies and pulong-pulongs PSWDO: Prepositioned relief assistance Renewed MOA between PGA and NFA to ensure initial allocation of 10,000 – 15,000 bags of rice in case of evacuation. OCD-RDCC – Maintained closed coordination with PDCC and facilitated the release of fund from NCF for POL of evacuation vehicles. AFP / PNP - Activated Joint Task Force Mayon to spearhead evacuation of vulnerable populations in July 2009 Up to 54 trucks and other land, air and water military / police assets ready since July 2009 Established check points in strategic areas around MV to deter residents from entering the declared PDZ. PNRC – On stand-by response team DPWH- Allocated engineering teams and trucks for evacuation. Media- maintained closed coordination with PDCC for issuance of emergency advisories to the public.

FROM STATE OF PREPAREDNESS TO A STATE OF RESPONSE
Activated Provincial Disaster Operation Center 24/7 Declared the Entire province of Albay under the State of Calamity effective 3 PM, Dec 17, 2009. Placed the 8-km radius High Risk Zone under State of 24-hour curfew which can only be lifted once Mayon Volcano Alert Level status is lowered down to 2 by PHIVOLCS. Evacuated population from the 8 km-r High Risk Zone JTFM (AFP) checkpoints, patrols around Mayon Volcano to secure the area Coordination with CHR (provided mobility with Gov car) for enforcement of enforced evacuation and 24-hour curfew Maintain close coordination with PHIVOLCS Organized AHEM station in each evacuation center Maintains harmonious media relations for support on public information, advisories and community warning.

Operating Guidelines Official warning only from PHIVOLCS
PDOC is the nerve center of operational coordination and instructions. Official PDCC reports are those signed by the PDCC Chairman Logistics and supports coordinated with the PDCC Secretariat Lead agencies to work on mandated task. (ie. Relief-PSWDO, Transport-AFP-JTFM, Security-PNP, Evacuation-DepEd etc.) PDCC thru APSEMO to coordinate with LGUs RDCC thru OCD5 to coordinate with NGAs OCD-APSEMO coordination must be maintained. NGOs to be coordinated by the PDOC thru NGO Assistance Desk.

Total: 24, ,424 elementary pupils displaced (only Banadero is HS in the area) as evacuees and 14,112 by host evacuation center (permanent evac in Daraga, Guinobatan) 600 tents needed: 100 tents being sourced from Unicef, 50 from DSWD, 6 tents already installed as temporary classrooms (3 PNP, 3 Province) Deped ready with shifting and scheduling strategy to zero out displacement

Recommendations Near Term:
Cluster approach being operationalized early at the start of response to enable integration of effort among LGUs, NGAs and NGOs Albay PDOC as the hub of Actions and the center of coordination. Base case scenario is 47 days at Alert 4. Food Security: Ensure available, adequate and appropriate support of RICE (province) and NRFI (direct to LGUs) for at least 2 months to prevent liquidity gap if 47 days evacuation is extended. WASHN : Medical missions to sustain health and sanitation support to the safe evacuation centers Psychosocial Care: Next to health, psychosocial care is 2nd imperative given duration (protracted) and timing (Christmas/New Year) and nature of hazard (volcanic eruption)

Recommendations Medium Term: Long Term:
Maintain Clusters during the Disaster Response into Recovery and Rehab Phases. Agriculture rehab is key recovery intervention. “LGU-supervised, CSO-assisted, beneficiary-led” model procurement and implementation for recovery programs Long Term: Buy out of farm lands inside the danger zones Relocation of families from the 6-7 km radius PDZ and HRZ Recent Reming relocation reduced Alert 3 evacuation from 13,750 to 9,946!
