Joint Base Legislation
The Base Realignment and Closure Commission 2005 legislation directed the DoD to realign 26 separate installations into 12 Joint Base installations Specifically to our installation, the legislation “realigned Fort Dix NJ and Naval Engineering Station Lakehurst NJ, by relocating the installation management functions to McGuire AFB NJ, establishing Joint Base McGuire-Dix-Lakehurst NJ”

BRAC Legislation Relocate Army/Navy/Marine Units to McGuire AFB (Part 68) Create Joint Mobilization Site (Part 144) Establish First Tri-Service Joint Base (Part 146) FY 11 It is easy to just say “Joint Basing” when referring to the changes going on but in actuality, BRAC Law of 2005 set into motion 3 parallel actions that directly affect the McGuire community. The BRAC implications are much larger than simply merging the support functions for McGuire, Dix, and Lakehurst. Here are the three “prongs” associated with BRAC. Relocation of Resources at Willow Grove NAS and Cambria Regional Create the Joint Mobilization Training Center to become the FORSCOM’s Premier Force Projection Platform Establish the first tri-service Joint Base with the Air Force as lead. Implications for McGuire as the lead agent are significant. Each of these three, separate but parallel actions will influence the support infrastructure at McGuire. Willow Grove and Cambria Airport moves: 37 Army/Navy/Marine Acft to McGuire: 57% Increase Personnel Increase: ~700+ Full-Time, ~1500+ Part-Time $218M+ in Navy MILCON FY 05

BRAC Relocation – Part 68 37 Army/Navy/Marine Acft to McGuire: 57% Increase Personnel Increase: ~700+ Full-Time, ~1500+ Part-Time $218M+ in DoN MILCON McGuire has a long history of providing a Total Force Global Mobility capability. BRAC and Joint Basing provide the opportunity to grow this into a Joint capability. Looking at the BRAC plus-up first… The BRAC Relocation aspect will bring Navy Reserve and Marine Reserve aviation units to McGuire AFB and Fort Dix. The move includes C-130s, C-9s, a C-12, AH-1 Cobras, CH-53 Super Stallions, and UH-1 Hueys; approximately 700 permanent party and 1200 Drill Reservists. Army BRAC unit is the 244th Aviation Brigade from Willow Grove to Hangar 1811 (MAFB) Additionally, Army relocations associated with their BRAC initiatives bring significant construction and personnel into the Joint base fold. In the works is $96M+ in renovations and new builds between now and FY11. Expected Fort Dix personnel growth, not including trainees is 300 permanent party and 1,100 part-time personnel. The numbers on this slide only show the BRAC related moves. But in a re-structuring unrelated to BRAC, the NJ National Guard is in the process of bedding down a total of 22 Blackhawk and utility helicopters at NAES Lakehurst. The total increase in personnel stationed at McGuire/Ft Dix/Lakehurst is not set, but the approximate numbers are reflected on this slide (not including NJNG at Lakehurst). Potential Issue: Navy underestimated cost of BRAC relocations by $100M, partially due to 108th retaining aircraft. 18 UH-60 Blackhawk Helicopters 4 UH-72A Lakota Helicopters 1 C-12 Guard Personnel Increase 100 Full-Time 430 Part-Time $50M+ in MILCON In a re-structuring unrelated to BRAC, the NJ National Guard is in the process of bedding down a total of 22 Blackhawk and utility helicopters at NAES Lakehurst. Unit is to relocate out of Trenton. There are already active operations at Lakehurst, using temp facilities. The unit is currently deployed which has delayed the development of the move plan.

Joint Base The Partners – Ft Dix FORSCOM Power Generation Platform Primary North East Reserve Component Training Location Army, Army Res/NG, Navy, AF Combat Training Contingency Operating Location (COL) — “Tiger” Urban Assault Convoy Ops Combat Supt Detainee Ops Urban Assault Training BRAC 05 formally created the Joint Mobility Training Center at Fort Dix with the intent of becoming FORSCOM’s Largest Power Generation Platform in the US. Since 2002, Fort Dix has trained over 60,000 personnel in its ever-developing program. The Center of Excellence capitalizes on the vast ranges of Fort Dix to provide realistic training in combat Contingency Operating Location (COL) operations, close combat, IED experiences, convoy live fire ops, urban warfare, and detainee operations. Fort Dix also handles the Demobilization processes for those returning home. Joint Mobilization Center…Army Support Activity to be established in 2009 Realignment of mobilization functions from various installations to Fort Dix in order to create the JMTC to become the FORSCOM Power Projection Platform for the Northeast US. Create the “Center of Excellence” for training, mobilization and deployment for providing Army, Army Reserve/National Guard, and Navy combat training. Facilities include “COL-Tiger” for realistic urban assault and convoy training. Primary BOS for JMTC will be provided by the Joint Base, however many direct mission support functions will remain with the JMTC. The Joint Mobilization Site Mission is BRAC Law #144 labeled Dix, McGuire, Lakehurst so Dix has the lead. The Army Forces Command (one of the Army’s major Commands) has that lead for Dix. There are 4 JMS identified: Ft Dix, Ft Lewis, Ft Benning, and Ft Bragg Currently, Forces Command are sending out Tiger Teams to conduct site visits and to determine manning requirements. The training numbers represent 43K Army National Guard, 15K Army Reserve, and over 2K active duty Army, Navy and USAF personnel (1200+ USAF). In FY08, the numbers are as follows: Army Active: 21K Army Reserve: 931K Army Guard: 471K USN: 89K USAF: 181K Coast Guard: 9K Marines: 72K Misc: 196K Total: 1.8M Mandays for FY 08. Mobilization: 76,788 Demob/REFRAD: FY06: 7,590 FY08 expected to at approximately the same pace or greater. Contingency Operating Location (COL)

Joint Base The Partners – Lakehurst NAVAIR Aircraft Launch and Recovery (ALRE) Design/Test Catapults, Arresting Gear, Flight Deck Landing Aids CERDEC Flight Activity Capabilities: provides sensor integration and test support on airborne platforms C-17 Assault Strip Lakehurst mission is conducting Navy, Joint-Service and international defense advanced research and development programs in support of air-platform operations worldwide. Additionally, Lakehurst includes 23 community, joint service and tenant organizations. The mission includes designing, prototyping, testing and contracting to provide catapults, arresting gear, visual landing aids, flight deck marking/lighting systems, aircraft and weapons handling equipment. Lakehurst is the only activity responsible for this unique and vital aspect of Naval Aviation. Include a combined workforce of 3,500 civilian, military and contractor personnel plus Engineering offices for over 1,500 technical personnel supporting the API mission Lakehurst supports Unmanned Aerial Vehicle test programs with the Army testing an unmanned airship as an Airborne Communications Extender to be used in Iraq. Currently constructing the $20.5M Electromagnetic Aircraft Launch System (EMALS) Life Cycle Support Facility (new AC launch facility)

Ground Combat Skills Training Rapid Airbase Opening Rapid Global Mobility Airlift Air Refueling Aerial Port Operations Weapons School Expeditionary Combat Support Installation Management McGuire is the only base with 3 flying wings: 305th AMW, 514th AMW, 108th ARW. Covers every facet of total force global air mobility. Not only do we have the capability to fly anywhere in the world and perform any AMC mission, we also have the capability to go one step further: we can “set up” flying operations throughout in the world. 621st CRW is built around the concept of supporting rapid airbase opening. In addition, the CRW provides command and control, aerial port operations, and maintenance teams designed to support the Air Mobility mission worldwide. The reduction of robust forward-deployed manning increases national reliance on air mobility forces and its remaining infrastructure. The 21st EMTF provides this necessary enroute structure from the East Coast of the US to India. Joint Base Vision America’s Premier Joint Warfighting Base! ARMY Mobilization Training Center Multi-service Range NAVY Research Test/Eval NAVAIR Tech Training Launch & Recovery Production USAF Rapid Global Mobility Expeditionary Combat Supt OEF Cargo Jt Base Lead McGuire AFB, Fort Dix and NAES Lakehurst will be merged from a support perspective under an AF lead in FY08. While each installation will maintain it’s own operational identity the consolidation will streamline support functions to lower costs and manpower requirements associated with duplicate functions on adjacent bases. While there are some Joint Basing implementation challenges (which we will discuss), the complementing capabilities and capacities make the McGuire/Ft Dix/Lakehurst Joint Base concept a definite win-win-win venture full of opportunity. Envisioned Joint Base would support all 3 mission partners with a common Installation Support organization. This conceptual view of the Joint Base shows in the purple area the key support areas identified for potential consolidation between one or more of the 3 services at Jt Base McGuire-Dix-Lakehurst. Consolidation of these areas will place installation management responsibility under a single organization enabling redundant installation support to be reduced. The 3 arrows represent each of the Jt Base services, their ability to be supported by the Joint Base, and maintain their current missions) under their existing chain of command. We’ve tackled the low hanging fruit and have made some great progress on some issues. Next, we need to tackle the more complex organizational and planning challenges. Installation Support Functions

Questions -Will military personnel receive the same type of support?
--Folks should not see or experience a change in service or degradation in the mission at Joint Base McGuire-Dix-Lakehurst. -Who is the JB POC for their PME? or Eval's? Where do Navy personnel go for personnel issues? Army personnel? --There is only one Army position (O-6) in JB-MDL. Although, this is still in discussion, the 87 ABW MSG/CD Navy O-6 and his staff should be the focal point for JB-MDL Navy personnel issues. -How will it affect military careers? Working with sister-service military personnel and being a part of JB-MDL should only enhance one’s career. Leadership will continue to maintain the heritage and history of each military Service, at each location. It will not be undermined as a result of the creation of Joint Base McGuire-Dix-Lakehurst

Questions -Will military personnel receive the same type of support?
--Folks should not see or experience a change in service or degradation in the mission at Joint Base McGuire-Dix-Lakehurst. -Who is the JB POC for their PME? or Eval's? Where do Navy personnel go for personnel issues? Army personnel? --There is only one Army position (O-6) in JB-MDL. Although, this is still in discussion, the 87 ABW MSG/CD Navy O-6 and his staff should be the focal point for JB-MDL Navy personnel issues. -How will it affect military careers? Working with sister-service military personnel and being a part of JB-MDL should only enhance one’s career. Leadership will continue to maintain the heritage and history of each military Service, at each location. It will not be undermined as a result of the creation of Joint Base McGuire-Dix-Lakehurst
