2 Main Objectives of Parliamentary Law 1 motion at a time (item of business) – Prevents confusion Extends courtesy to everyone – Recognized to speak Majority Rules – Unpopular ideas are not adopted Rights of the minority are protected – Everyone gets to have a say and vote

3 Main Objectives of Parliamentary Law Formal, Organized meeting using well-defined set of rules Roberts Rules of Order Chairman presides using gavel as symbol of authority – Fair and impartial unless they have relinquished the duties of the chair

4 Agenda Prepared and passed out before the meeting List of what will be discussed at the meeting

5 Motion To present a “new idea” “I move….” – I move to have pizza at our next meeting.” Must be seconded, discussed and voted on.

6 Amendment Change how motion states 3 ways: add words, take out words, substitute

7 Majority One more than ½ of members Can be determined by a voice vote Use a counted vote if it is to close to call

8 Minority Less than half ? Out of 100 “Yes!” 49 “You are correct!”

9 Quorum 2/3 of the total membership present Needed for certain motions/abilities (Previous Question, Suspend the Rules)

10 Abilities in Parli-Pro Main Motion Amendment Division of the house Refer to Committee Previous Question Point of Order Suspend the Rules Rescind Lay on the table Remove from the table Adjourn

11 Main Motion 1 on the floor at a time Steps to make a main motion: – Address the presiding officer – Receive recognition to speak – State “I move….” Requires a 2 nd (enough interest to entertain it) Debatable, amendable (Discussion) Requires a vote (majority) Chair announces result of vote (1 tap of gavel)

13 Division of the House Called for immediately after announcing outcome of a voice vote Get a counted vote (Not Voice) (show of hands, standing, etc)
