The easiest and most efficient way to cool of is to have a heavy frame with open flaps that opens in one direction and closes in another. This should hang from the ceiling. Such large particles are not easily ingested into the soft tissues of the body, so extensive filters are not required. Exposure to fine dust is less harmful than exposure to the gamma from outside the fallout shelter.

During the cold war dozens of these shelters were made in the basements of buildings and in the country side. The point of a public shelter was to house dozens of people for the required amount of time that it took for the fallout to be at a safe enough level to leave.
