4  Time commitment (greater than anticipated)  Apathy, will anyone vote?  Developer pressure  Concerns of Layman v Barrister at examination  “Consulting” at sub zero temperatures

5  Timescales pre submission to referendum 7-9 months.  Careful of CIL “benefits”  Remember adequate consideration of social balance.  Wide range of expertise required

6  Correctly budget  Employ professionals  Early consideration of “hooks” for community  An earlier round of consultation?
