3 Project Overview $30 Million-Indefinite Quantity Contract-NAVFAC (Naval Facilities Engineering Command ) Utilities Design and Engineering Utility-repair, replacement & upgrade Each project had a separate “Mod” Transportation Projects: –Road widening-Several corridors –Traffic capacity analysis-Synchro –Signal Design and ITS

12 Piney Green Road - Recommendations Widen to four lane section Add additional exiting lane at entrance control facility Non typical widening to avoid impacts to adjacent land uses Status: Piney Green was bid as an option which NAVFAC has not awarded yet.

13 Specs Intact Does not include signal specifications –Signal specifications were added as needed to reflect NCDOT standards Other standards also must be included –ASTM –NEC –NCDOT Example: –Instead of referring to the NCDOT standards for foundations, detailed specifications were listed for excavation, concrete pouring, curing etc—Mast arm poles

14 Charettes Intense 2 day Design Charettes (20-25% design stage) between the Client and the Consultant –First day: Initial discussion/Powerpoint presentation regarding the project Consultant presents initial design and recommendations/alignment options Client provides feedback/direction Consultant captures the feedback using “smart boards” Consultant analyzes the changes on that evening –Second day: Consultant updates/modifies the presentation Consultant gets the “buy-in” on the design concept Client approves the concept

15 Challenges Flooding Very flat and adjacent to the ocean Steam vaults Vehicular types Cars Military trucks (MRAPs) - 30+ tons weight Tanks Trains Base access Projects in parallel--Review process High concentration of young drivers

16 Challenges Continued Vehicular patterns Everyone arrives at 6AM and leaves at 3PM No range for the peaks-It happens at once Considered reversible lanes: –Piney Green –80/20 Traffic split –Dropped because of operational challenges

17 Pleasant Surprises of Working at MCB Lejeune No ROW constraints as all Military property Traffic very predictable, congestion early AM, lunch and late afternoon Drivers stopping and allowing us to continue working No speeding drivers Review process was very formal All utilities were owned by the Military-Coordination was easier
