6. NUMBER OF DISPLACED PEOPLE At the time of dismantling the camps there were 593 families 356 qualified for the construction of houses The remaining families returned to their communities of origin

7. TARGET POPULATION 356 families of the 2 camps where we worked after the earthquake, whose houses got damaged or destroyed

GEOGRAPHIC AREA Ganthier and Boen Social and economic characteristics: extreme poverty, lack of houses, lack of basic services such as drinking water and water for domestic use, electricity, health care, education, a.o. Economy: depend on subsistence agriculture and micro business, as well as some animal breeding

LAND TENURE The land for construction of the houses was contributed by the beneficiaries, since as common in rural areas, the families own the land where they built the houses Owners by family inheritance Owners through purchase Owners through gifts/donations Participation of the government facilitating the authorization to use government plots occupied by some families

11. PROJECT DESCRIPTION This project consists of the construction and repair of houses and latrines for families who lived in the camps of Ganthier and Boen

Type of houses: individual houses with 1, 2, or 3 bedrooms, a porch, a living area and a kitchen Built with block walls, cement floors and tin roofs Structure with high resistance to earthquakes, hurricanes, and floods, taking into account SPHERE standards, and following requirements of the Government of Haiti CONSTRUCTION

GENERAL OBJECTIVES Provide dignified houses to the families affected Reduce the level of insecurity of houses, and increase the level of quality of live, through provision of quality houses and programs for family support (food security, drinking water, environmental protection, etc.) Promote strategic alliances in order to add resources, reduce the housing deficit, and increase the nutritional level of families

17. SPECIFIC OBJECTIVES Facilitate 356 houses to an equal number of families over a period of 4 years in the communities of Ganthier and Boen Implement a program of integral community development: food security, strengthening of local, existing organizations and social actors, water for domestic use, health education, microcredit, and reduction of risks and disasters

18. METHODOLOGY The participative method used has been one of the most important elements for the success of the project: Participation of leaders and social actors and integration of participating families Community participation from the start of the conception of the project through enquiries, meetings, diagnoses, planning and execution of the project Contribution of the local community through provision of unskilled labor by each participating family and a small economic contribution

22. NEEDS The housing aspect is fundamental after the earthquake, with a large deficit Lack of quality in existing houses and a high number of people without houses Complete the goal set (houses for the remaining 175 families and reach other vulnerable families in the community in terms of houses) Advance in terms of construction of houses, for which we need strategic alliances, which will facilitate giving an urgent response. This will for a big part be possible with the economic participation of multilateral organizations and partner agencies.

23. OUR PERSPECTIVE Achieve the construction of all houses required in the communities of our intervention, thus reducing the housing deficit, and minimize the levels of poverty in these communities through the inclusion of other components, through strategic alliances

RECOMMENDATIONS I That multilateral organizations and donors use local agencies and organizations with experience in these kinds of projects, whose results have been successful That more resources are dedicated to reduce the deficit of houses for those affected by the earthquake That donors keep a link between agencies and the implementing organization for monitoring and follow- up

RECOMMENDATIONS II That the Haitian government establishes a policy of construction of dignified houses for the families in need Design and implementation of a program of urban planning That the Haitian government facilitates organizations that propose projects of construction of houses the access to purchase of materials resulting in lower costs
