NERT College Disaster Operations Field Operations Workshop 300-5 Refer to Field Operations Guide, Chapters 10-24

Field Operations Guide Field Operations Guide or FOG Is NERT’s guide for disaster operations You will see references to it throughout the training

March 2008NERT Disaster Operations #5-Field Operations33 Go To the Staging Area Calm neighbors and enlist their help. Record condition of neighbors and buildings. Put on safety gear, collect Go Kit, and proceed to your neighborhood staging area. Note neighborhood conditions on your way to the staging area.  Damage assessment form (or form 100)

March 2008NERT Disaster Operations #5-Field Operations44 NERT Tasks In the Field Damage assessment (FOG pp. 33-34) Utility shut off (FOG pp. 35-36) Search and rescue (FOG pp. 38-47)  Cribbing (FOG p. 43)  START (FOG pp. 42) Actions are consistent with our training

March 2008NERT Disaster Operations #5-Field Operations55 NERT Tasks In the Field Medical Triage Operations (FOG pp. 48-50)  Set up triage area (or areas) at the incident  Transportation to central triage (at the incident) or to mass care facility  Perform continual assessment Actions are consistent with our training

March 2008NERT Disaster Operations #5-Field Operations66 While we respond,  we talk to our team members  keep staging area informed as needed  may direct untrained volunteers  document actions taken Actions are consistent with our training NERT

March 2008NERT Disaster Operations #5-Field Operations77 What We DON’T Do Act outside of our training  Not police  Not medical doctors  Not superheroes  Not “the authority” This is real life. Forget what you’ve seen on TV or the movies.

March 2008NERT Disaster Operations #5-Field Operations88 Team Leader Leads the response team on assigned task Obtain briefing from Operations Understand the task you are assigned; ask questions, confirm resources needed  If anything is not clear, check with Operations before proceeding.  Find out if person reporting the incident will accompany team. Acquire the tools and materials needed to perform your assignment Stay calm FOG-pp. 46-47

March 2008NERT Disaster Operations #5-Field Operations99 Team Leader - there’s more Organize and brief your team mates, using NERT form  collect team information (names, etc.)  assign positions, such as safety officer Make sure everyone on the team understands the plan before you take action  Each team member must know what he/she is to do  NERTs AND emergent volunteers will need very clear instructions Span of Control  in charge of 3-7 people FOG-pp. 46-47

March 2008NERT Disaster Operations #5-Field Operations10 Team Members Carry out the tasks you are assigned - safely  Observe all safety protocols; for team and victims Understand the task you are asked to perform (ask question!)  Be aware of your ability and available resources Acquire the tools and materials needed Always record actions taken (or give information to team’s “scribe”) Rest before you’re tired Drink before you’re thirsty Never turn down an invitation to use a bathroom! FOG-pp. 31-32

March 2008NERT Disaster Operations #5-Field Operations11 Safety and Size-Up The cardinal rule: don’t become a victim “Size-up” before acting - use “earthquake eyes” 1.Gather the facts 2.Assess the type of damage or problem 3.Consider the possibilities – can we handle it? 4.Establish priorities – do the most good for the most people 5.Make decisions based on the priorities 6.Take action that you can safely accomplish 7.Evaluate your progress FOG-p. 31

March 2008NERT Disaster Operations #5-Field Operations12 Document-Document-Document If you didn’t write it down, it didn’t happen. Use NERT forms if available  any piece of paper can become a form (Form 100) Create and follow a Task Force Action Plan FOG-p. 23, p. 46

March 2008NERT Disaster Operations #5-Field Operations13 Exercise For each incident, list the NERT actions to take. Look at each photo with earthquake eyes and do a scene size-up. 13

March 2008NERT Disaster Operations #5-Field Operations14 Thank You We would like to thank those who contributed to this presentation:  the SF Fire Department  the Department of Emergency Management  NERT volunteers
