2 How waterfalls are formed Waterfalls are formed when there is a layer soft rock is underneath a layer of harder rock. The soft rock is eroded by the flowing water of the river. Eventually the soft rock is eroded so much that the hard rock is hanging over the edge. Meanwhile a plunge pool is formed at the bottom. The overhanging hard rock falls into the plunge pool and is broken down and carried off in the rest of the river. Now the hard rock and soft rock are equal. This keeps happening so the cycle is continuous.
