2 SeaKay and the Sacramento Metro Connect Model: Quick General Background Digital Opportunity Networks Deployed Toward Ubiquitous Access SeaKay is a 501c3 not for profit corporation, founded here in California. Our Mission: Bring Opportunity via Broadband to Everyone in Sacramento. SeaKay will carry out our mission via a ubiquitous wireless broadband network with a free access layer. Our strategy is inclusive of the entire community. We will work closely as a team with Sacramento to implement the City’s vision for its network. SeaKay will work to ensure team compliance in carrying out the objectives of the Public Wireless Services in Sacramento Project Request for Proposal (RFP). A ubiquitous network must be supported first and foremost by financial viability. SeaKay brings a strong business model, and effective mission-focused collaboration with leaders in the technology industry: Cisco Systems, Intel, IBM and Azulstar. It is this strong business case for ubiquitous access that attracts strong players and plentiful resources. 5 The new network and the advancements in technology it will bring will not be embraced by new users unless priorities that are already important to the community are addressed via the new technology. SeaKay will: Address knowledge sharing in key areas around community priorities via focus groups and related research. Enable ways in which technology could adjust to fit community priorities. While SeaKay’s first priority will be to engage those who are digitally underserved, our related priority will be to enhance the profile and involvement of existing, local Sacramento community service providers in enabling network usership. 6 Digital Opportunity: Overall Policy Directives Maximum usership: Attract users and fill the network. This achieves inclusion objectives, promotes the City’s economic development goals, and serves Sacramento Metro Connect business objectives. All three areas of focus work productively together in the context of the network. Resourcefulness and efficiency. Inclusion of existing providers of community service. Ensuring value added partnerships rather than competition for resources. A grassroots, neighborhood focus. Promoting Digital Opportunity through neighborhood portals, local schools, and community centers, with close collaboration and key input of the Sacramento nonprofit community. An entrepreneurial focus. Enabling new businesses and new business owners; welcoming investment capital of all types. Training programs established around business corridors and zones of enterprise, with close collaboration of Sacramento’s Economic Development department and local chambers of commerce. Enabling service learning and distance learning. SeaKay will engage the positive benefit of involvement of local students and academic institutions in network build- out, service and maintenance.. 7 Digital Opportunity: Overall Policy Directives, continued Enabling Local Content Creation. SeaKay will guide free-service users in the creation of web content, enabling local voices to strengthen network content. Enabling Loan to Own equipment distribution format. Equipment that is purchased and owned is cherished and valued to a greater degree by its recipient. Focus groups/Ongoing dialogue. We look forward to engaging community focus groups from this project’s outset. Active Donor Engagement. A key part of the marketing efforts for digital opportunity programs involves engagement of donors whose generosity will enable such programs to continue and flourish. Transparency / Accountability / Objective Standards of Merit. A merit-based evaluation system and ongoing due diligence will identify the most competent organizations for each task assignment in a timely and objective manner. 10 SeaKay is working to promote access at the community level: SeaKay is already in discussion with local not for profit organizations and has established an ongoing dialogue to determine relevant areas of inclusion focus. SeaKay is collaborating with Intel on a project for the Grant Union School District. SeaKay is supportive of the efforts of the Sacramento Region Community Foundation as it seeks to evaluate sites and opportunities for community networks in local housing developments for low income families. 11 The Sacramento Digital Opportunity Fund SeaKay proposes to establish a Digital Opportunity Fund at the Sacramento Region Community Foundation. SeaKay sees this as a cost effective way to maximize positive impact from the 7% reinvestment amount from advertising proceeds that was stipulated in the RFP. SeaKay will assist as appropriate in recruitment of a diverse advisory Board representing transparent, accountable, mission-driven governance of community investment resources. SeaKay has modeled the network toward achievement of digital inclusion objectives at no additional cost to the City of Sacramento.
