14. 2012 Test Security  Before handling any secure test materials, all testing personnel who meet the requirements to participate in state testing must undergo training and must sign the appropriate security oath affirming that they understand what is considered confidential TELPAS Manual p. 4-8

15. 2012 Security Oaths  Any person who has more than one testing role (reading test administrator and rater) must receive appropriate training and sign a security oath for EACH role.  All Oaths found in Appendix A:  TELPAS Raters  TELPAS Writing Collection Verifiers  TELPAS Test Administrators  TELPAS Technology Staff

16. 2012 Testing Irregularities  Serious Violations include:  Directly or indirectly assisting students with responses to test questions or writing samples  Tampering with student responses or writing samples  Falsifying TELPAS holistic ratings  Viewing secure test content during or after an assessment (unless specifically authorized to do so by the procedures outlined in the test administration materials)  Discussing secure test content, student responses, or student performances  Scoring student reading tests, either formally or informally  Duplicating, recording, or capturing electronically secure test content without permission from TEA

17. 2012 Procedural Errors  A test administrator failed to issue the correct materials, or students were provided nonallowable materials.  Teachers shared answers to the online calibration activities or practice rating activities in the online training courses.  Testing personnel who were not properly trained were allowed to rate students or administer tests.  A test administrator failed to use the test administrator manual or failed to read aloud the bolded test administration directions as outlined in the manual.  A test administrator failed to remove or cover all instructional displays that might aid students by providing direct answers during testing.  A TELPAS writing collection was not submitted in accordance with required assembly criteria.  A test administrator failed to provide a student with the correct student authorization to access the TELPAS reading test.

25. 2012 Always Important to Emphasize  Holistic rating training is key  Individuals must complete state-required training and calibration activities to be raters  Those who complete all requirements but don’t successfully calibrate by end of set 3 may be raters if district chooses, but districts must provide rating support in manner that assures valid and reliable assessment  Implement validity and reliability checks during testing window

31. 2012 Campus Validity Audit  Each campus must conduct a validity and reliability audit on a minimum of 10% of the student ratings.  The audits need to be conducted by the testing coordinator and a person knowledgeable in rating TELPAS writing.  The audit should be a random selection of the writing collections.  The audit forms will be sent to each campus from Student Assessment TELPAS p. 9
