2 What is the Local Child Care and Development Planning Council? Local Planning Councils are mandated by Education Code 8499.3-8499.7 Members to the Council are appointed by the Board of Supervisors and the Board of Education. Councils serve as advisory bodies to their respective Boards of Supervisors and Education.
