Avencia12 March 2004: Intl Conf. on Community Indicators SmartConservation A method of identifying, evaluating and prioritizing landscape resources for their potential habitat health and viability. A weighted hierarchical model for evaluating arbitrary areas of land in Southeast Pennsylvania for their conservation value. TM
37
Avencia12 March 2004: Intl Conf. on Community Indicators What is SmartConservation? A Decision Support System for assessing the ecological/conservation value of a given site: - Model - Web-based assessment tool - Data Sets – existing + derived maps - Green Infrastructure Plan
38
Avencia12 March 2004: Intl Conf. on Community Indicators What is SmartConservation? DataMethods+Metrics Site Assessment + Standard Weights
39
Avencia12 March 2004: Intl Conf. on Community Indicators Objectives Score any arbitrary polygon in Piedmont region Use publicly available data (mostly) Generate Comparable Scores Make all assessments available to all users Integrate data with processes and make available to organizations that dont have access to analysis tools.

Avencia12 March 2004: Intl Conf. on Community Indicators Compare Results Possible to compare the results to other sites in the same watershed, county, etc.
50
Avencia12 March 2004: Intl Conf. on Community Indicators Each element has: A name A weight A conservation unit A quantitative goal Compatibility to land use types A spatial distribution map NatureServe DSS
51
Avencia12 March 2004: Intl Conf. on Community Indicators NatureServe DSS UI for general information about element and its conservation unit UI for categorizing the element
52
Marginal Value Analysis This map will identify areas where the scenario is in greatest conflict with conservation goals. Consequently it identifies places where conservation will have the greatest benefit based on: Their ability to contribute toward goals. The threat to them based on expected change in condition from current. Their net cost (acquisition, incentives, lost economic activity, etc.) Confidence values can be applied to determine the confidence that altering the land use in a planning unit will have the desired effect. 56
Avencia12 March 2004: Intl Conf. on Community Indicators Lessons Partnerships: Public-Private-Academic partnerships work Funding: Funding is not scarce, but funders want measurable results. Web: Web-based systems cost more initially and have user interaction limitations, but they cost less to care and feed. (though this is changing…) GIS: Its essential but shouldnt be the center. Requirements change: Design modular, hierarchical systems. Testing: Involve prospective audience before systems are complete. Security and Privacy: Logins, differential access, PNDI, land deals. Integration: Its is harder than it looks. System Metrics: Design them into the system. Multi-Lingual: Consider if its important for your project. Intellectual Property
57
Avencia12 March 2004: Intl Conf. on Community Indicators Challenges User Interface: Providing sophisticated functionality in an easy-to-use interface is difficult. Privacy/Security: Legal/Cultural challenges around privacy and security. Integration: Common interface vs. Universal Information Store Computer Power: Complex Geoprocessing and Statistical routines are hard on the web with multiple simultaneous users. Metric Documentation and Calculation Infrastructure Technology Licensing Costs Changing Technology Modeling Uncertainty Versioning Interpretation vs. Raw Data Outcomes / Evaluation
