1 Audit Commission Presentation Calderdale - Partnership Working: Objectives of the review The project focused on partnership working in Calderdale by focusing on the local priority of Healthier Communities. The objectives were to: assess whether the Local Strategic Partnership is maximising the opportunities for joint working and whether this is delivering outcomes i.e. improving health and reducing health inequalities in the Calderdale District; identify areas of joint working and good practice and promote those across the partnership; identify opportunities for improved partnership working; and support the development of future strategies and action plans to deliver against key targets.

2 Audit Commission Presentation Basis of findings Review of key documents: LSP; Healthier Communities; Weight Management and Smoking Cessation Survey findings: –15 members of the HC Theme Group; –4 members of Tobacco Control Group –5 members of the Weight Management Group Interviews with 18 individuals Have fed back all issues to the HC Theme Group. This presentation focuses on strategic/all theme group issues.

4 Audit Commission Presentation Opportunities for improvement – LSP level Establish an overarching vision for the Community Strategy (CS) Introduce reporting of progress on the CS objectives Adopt overall ‘narrowing the gap’ strategy Continue to refine needs analysis and decision making to understand ‘the gap’ Undertake more effective joint consultation Enable greater cross theme working* Explore opportunities to learn from each other* Strengthen joint commissioning Challenge in getting schools on board with agenda Develop stronger partnership with the private sector*

5 Audit Commission Presentation Opportunities for improvement - Theme Groups Bringing all Theme Groups up to the same high performance* Work towards a more holistic and differentiated approach to resource planning i.e. beyond the reward element of the LAA Strengthen VCS input – still needing to justify their involvement; underutilised but limited capacity; use of the LSP Link Officer?* Increase individual’s engagement with working groups that aren’t high priority….to their organisation – capacity issue* Clarify what contribution peripheral partners can make in agendas e.g. Pennine Housing in WM; PCT in Safer and Stronger* Improving the effectiveness of meetings Be more explicit re: expected outcome of corrective actions

6 Audit Commission Presentation Summary of our views (1) 1.Vision (at LSP Level) The partnership does not have a clear overarching vision for Calderdale. The Community Strategy does articulate ambitions and themed objectives but does not set out an overall vision and objectives are not SMART. The LAA targets do address the objectives but offer a narrow interpretation. 2.Strategy (HC theme group) There is no universally recognised ‘narrowing the gap’ strategy. The partnership focus has been on the LAA and action plans to achieve the targets. 3.Strategic Joint Working (LSP and HC Theme Group) At a strategic level there are a number of areas of good practice in relation to partnership working e.g. challenge and focus of the Delivery Group. There are also a number of opportunities for improvement as the partnership continues to develop.

7 Audit Commission Presentation Summary of our views (2) 4.Operational Joint Working (Smoking and Weight Mgmt) Partnerships are identifying and delivering some opportunities for joint working at an operational level e.g. health trainers, Mixenden Drop in Centre and Upbeat but greater engagement: in cross theme work; of peripheral partners to an issue; and with the VCS provide further opportunities. 5.LSP, HC Theme Group and smoking/weight mgmt The partnership are delivering outcomes that are improving the health and well being of Calderdale and in particular the deprived communities in North Halifax. However it is unclear whether the health inequalities gap is being narrowed. This is widely recognised.

8 Audit Commission Presentation What next? We recognise the difficulty of the challenge to move onto ‘next level’ – largely about ways of working! Prioritisation of actions at next Healthier Communities Theme Group meeting Arrange opportunity to feedback to all Theme Groups in a workshop session where –Opportunities for improvement can be explored (asterisk items) –Action plans can be developed
