4 Providing leadership for CAADP Pillar IV At three Levels Continental leadership: provided by Lead Institution (FARA) Sub-regional leadership: provided by the SROs (ASARECA, CORAF/WECARD, CARDESA and NASRO)—  RECs provide overall leadership for CAADP (i.e. All Pillars) at the sub-regional level. National leadership: provided by NARS Adheres to the subsidiarity principle ContinentalSub regionalNational Delegation of responsibility Spill-overs

7 The FARA Expert Reference Group (ERG) The FARA ERG is an integral part of Pillar IV implementation An advisory and oversight mechanism for implementing and monitoring CAADP Pillar IV Adhering to the Subsidiarity Principle it comprises representatives from FARA, RECs, SROs and NARS from each country implementing the CAADP Includes the ERG-Consultants – an additional resource for the ERG members to facilitate advocacy and training activities

9 Objectives of ERG Co-ordinated advocacy and awareness raising –Identify and articulate stakeholders demand and requirements –Advocate for regional and national harmonised investment for Pillar IV priorities Provide strategic direction –Give high level advice and make inputs into policy and strategy formulation –Set the agenda and drive the implementation process for Pillar IV

10 Objectives of the ERG M & E support for Pillar IV - Oversight and monitoring mchanism of regional and national Pillar IV implementation - ERG will assist FARA in reporting to the CAADP Partnership Platform ERG for requirements and recommendations for technical assistance will be implemented by the ERG-C under FARA Secretariat supervision

11 Purpose of the ERG Improve awareness and understanding of CAADP –Pillar IV enhance compliance with FAAP by actors in their respective domains: FARA – Continental RECs/SROs - Sub-regional NARS – e.g; NARI DGs; Agric and other Ministries – National Provide expert support, mentoring and training in: - Advocacy and resource mobilisation, research organization and management, institutional reform and change management, reporting requirements and M&E of implementation Bringing together NARIs, universities, colleges, private sector, agricultural research and advisory services for effective and sustained NARS

12 Must ensure at national level: - Identification of specific technical, sociological and economic limitations to agricultural productivity and make recommendations for action - Emphasis on the link between agricultural research, technology dissemination and socio-economic development - Stakeholders’ appreciation of Pillar IV to empower and enable them identity specific technical, sociological and economic constraints to agricultural productivity - Stakeholders’ participation in priority setting, programme planning and implementation 12 ERG Actions

18 Functions of the ERG-C Supporting NARS in the evolution and reform of agricultural institutions and services through expert guidance and mentoring in: –Research organization and management –Institutional reform and change management –The bringing together of stakeholders i.e. NARIs, universities, colleges, private sector agricultural research and advisory services Supporting the evolution of the SROs in concord with the evolution and changing capacities of NARS

19 How the ERG will operate The technical capacity will be provided by the ERG-C ERG-C members will be called upon by ERG members in response to stakeholders’ demands for support Within their respective countries ERG members will –Conduct advocacy (evidence-based) for CAADP Pillar IV and FAAP principles –Facilitate training on application of FAAP principles –Produce & disseminate publicity materials –Leverage efficiencies of continental approach and subsidiarity 19

20 Conclusion The leadership model used by Pillar IV will be a major determinant of its success A leadership model should be owned by the actors it will affect and is built on established structures We seek constructive feedback from stakeholders, Africans and non-Africans on arrangements that will, –generate greater ownership, commitment, efficiency and efficacy in the delivery of CAADP Pillar IV
