12 UCL Case Study  UCL has an Open Access mandate  In the first phase, UCL´s Academic Board, in May 2009, agreed two principles to underpin UCL’s publication activity and to support its scholarly mission:  That, copyright permissions allowing, a copy of all research outputs should be deposited in the UCL repository in Open Access  The second phase of implementing the mandate was accomplished in Autumn 2010 when UCL’s Academic Board ratified a formal Publications Policy which expands on the two principles agreed in 2009

13 UCL Case Study  Close collaboration in the University’s Academic Board and liaison with academic colleagues has been important in taking forward a broad Open Access policy in UCL  A second important driver has been the linking of UCL’s Open Access mandate to a pan-university Publications Policy with Open Access as the result, copyright permissions allowing

14 UCL Case Study  UCL Discovery is UCL’s Open Access repository UCL Discovery  As of March 2011, the number of full-text deposits were:

15 UCL Case Study  In 2010  almost 532,000 records were downloaded from the system,  compared to some 305,000 in 2009.  UCL Discovery received some 143,000 hits per day in December 2010  76% of its user traffic came from search engines  UCL Discovery is a global service  Highest number of downloads in 2010 by country were from the UK, with the second highest from USA, and the third highest from China

16 UCL Case Study  All UCL’s work has, thus far, been directed towards implementing the Green route for Open Access  Aligning copyright/IPR frameworks  Producing a UCL Publications Policy, approved by the academic Senate  Building capacity in terms of infrastructure to support the move towards Open Access  Putting in place workflows to support the new processes  What is the role for the Gold route?

18 UCL E-Publishing initiatives  UCL Publications Board favours work in 4 broad areas:  Research publications, particularly research monographs and conference proceedings  Teaching support, particularly textbooks  Journal publication  Data publication  UCL is minded to take forward work in all these areas, in a phased way

19 UCL E-Publishing initiatives  Journal Publishing  There is great interest in UCL in developing an overlay journal publishing system, based on copy housed in UCL Discovery, the institutional Open Access repository  Development work being planned would build on the earlier successful RIOJA project (2008)  See http://discovery.ucl.ac.uk/11927/http://discovery.ucl.ac.uk/11927/

20 UCL E-Publishing Initiatives  RIOJA project investigated the feasibility of an overlay journal model in collaboration with arXiv  RIOJA toolkit comprised a set of XML-based APIs for the exchange of data between digital repositories and journals to facilitate overlaying of academic journals on several digital repositories  Overlay Journals have to address issues known to conventional publishing  Peer review  Sustainable Business Models  Academic buy-in  EPICURE now being funded by the JISC as a generic overlay journal project for Universities

22 LERU  A consortium of 22 research-intensive universities in Europe  See http://www.leru.org/index.php/public/home/.http://www.leru.org/index.php/public/home/  LERU is committed to  Education through an awareness of the frontiers of human understanding  Creation of new knowledge through basic research, which is the ultimate source of innovation in society  Promotion of research across a broad front, which creates a unique capacity to re-configure activities in response to new opportunities and problems  The purpose of the League is to advocate these values, to influence policy in Europe and to develop best practice through mutual exchange of experience

23 LERU  LERU wants to know what position, if any, it should take on the Open Access debate  General meeting of LERU Chief Information Officers/University Librarians in December 2009  Appointed a Working Group to draw up a LERU Roadmap towards Open Access  Road Map is now with LERU Vice-Chancellors for consideration. Outcome should be known by the end of May 2011

25 LERU Roadmap addresses …  Open Access in a wider context: Open Scholarship and Open Knowledge  Advocacy Statement on behalf of LERU Universities  The LERU Roadmap – an Exposition  The Green route for Open Access – Steps to Take  LERU and the Gold route for Open Access  Models of Best Practice to support the Roadmap  Benefits for researchers, Universities and Society  LERU is considering funding for a pan-European implementation of the Roadmap

27 Conclusions  European Universities are:  Developing sustainable services, using Open Access protocols, which bring greater visibility to European research  Creating pan-European partnerships, with innovative project funding, to develop cutting-edge projects to support the European user  Developing tools for all European Universities to tackle the Open Access agenda
