Energy efficiency – Including measures to limit GHG emissions Arsenio A. Dominguez Vice-Chairman, Marine Environment Protection Committee, IMO Panamas Technical Adviser to IMO World Maritime Day Parallel Event Sustainable Development: IMOs Contribution beyond Rio+20 Lima, Peru

Introduction Shipping: most environmentally sound cargo transport mode and modest contributor to CO 2 emissions Sea transport is the fundament of international commerce and predicted to continue to grow apace with world trade MARPOL Annex VI amendments includes mandatory energy efficiency regulation: –first ever global legally binding CO 2 reduction regime for an international industry sector or transport mode

International shipping estimated to have emitted around 2.7% of CO 2 global emissions in 2007 Technical and operational measures increase efficiency and reduce emissions by 25% to 75% Shipping contribution *Second IMO GHG Study 2009

Aviation – ShippingAirbus Aviation is a fast and safe mode of transport, as well as one that is highly eco-efficient, with excellent environmental performance when considering the value it provides

Energy Efficiency Design Index (EEDI) Mandatory for new shipsEntered into force: Jan 13 Initial two year phase zero to meet reference level for their ship type Level incrementally tightened every five years Stimulate innovation and technical development

EEDI CO 2 reduction level for the first phase –10% CO 2 reduction level –tightened every five years Regulation 21.6 - revision clause: –beginning of Phase 1 (1 Jan 15 – 31 Dec 19) –midpoint of Phase 2 (1 Jan 20 – 31 Dec 24) –amend if necessary: time periods EEDI reference line parameters for the relevant ship type reduction rates set out within the regulation

EEDI - Implementation Guidelines: –method of calculation of the attained EEDI –survey and certification of the EEDI –calculation of reference lines use with the EEDI –treatment of innovative energy efficiency technologies –determining minimum propulsion power to maintain manoeuvrability Unified interpretations: –definition of new ship –major conversion IMO model course on energy efficiency operation of ships

Ship Energy Efficiency Management Plan (SEEMP) Operational measure for new and existing ships Improve efficiency in a cost-effective manner Best operational practices for fuel efficient ship operations

Resolution on the promotion of technical cooperation and technology transfer Ad Hoc Expert Group Assess potential implications and impacts of the implementation – means to identify technology transfer and financial needs Identify and create an inventory of energy efficiency technologies – identify barriers and recommend model agreements

Further measures to improve the energy efficiency of ships Data collection for further technical and operational measures Update GHG emission estimate EEDI Image

Conclusions Marine environment subject to variety of threats Keep pace with ever-changing commercial environment Non-compliance is not an option Cooperation among stakeholders in development and implementation of the regulatory process Appropriate regulatory scheme to support the sustainability of shipping
