Integrated enforcement approach (kilometer charge & road vignette) Enforcement stakeholders SSP: availability and performance of operational enforcement equipment SSP: installation and transport of flexible roadside equipment SSP: documentation of violations REA (Regional enforcement authority): mobile enforcement teams REA: determination of positions of the flexible roadside equipment RASA (Regional administrative sanctioning authority): imposing administrative sanctions

Voluntary Settlement (toll + “transactional sum”) 3. Administrative sanction For each level, the three regional legislators have to define and approve: Regional decree Executing decrees Entities involved and responsible in enforcement: SSP REA’s (Regional Enforcement Agency or service of each of the 3 Regions) RASA’s (public officers of each of the 3 Regions)

CVBA en Collis BV 21 Enforcement equipment KPIs 1.Detections 2.Classification 3.ANPR 4.DSRC link Of all vehicles detected by DSRC using enforcement equipment, at least 99% shall have been detected by the equipment's other functions Of all vehicles detected by DSRC using enforcement equipment, at least 80% shall be correctly classified as a vehicle liable for the kilometre charge Of all vehicles detected by DSRC using enforcement equipment, at least 95-98% shall be correctly identified by ANPR Of all vehicles identified by ANPR using enforcement equipment, the journey of which is recorded in the BO (through direct communication from the OBU), at least 99.99% shall be correctly identified through the DRSC link
