2 European Electronic Toll Service (EETS): Directive 2004/52/EC and Decision 2009/750/EC LEGAL FRAMEWORK (1) Directive 2004/52/EC: Requires setting up EETS, which will ensure the interoperability of all ETC systems requiring an on- board equipment; Applies to the collection of all types of fees on the EU road network and structures (e.g. tunnels, bridges, ferries...); Does not apply to small, strictly local systems if compliance costs disproportionate to benefits; Allows two technologies: Satellite: GNSS + Mobile Communication; Microwave: 5.8 GHz CEN DSRC (ETSI DSRC in Italy).

3 European Electronic Toll Service (EETS): Directive 2004/52/EC and Decision 2009/750/EC LEGAL FRAMEWORK (2) Decision 2009/750/EC: Sets the overarching rights and obligations, essential requirements, procedures, standards and technical specifications; Entered into force 8 October 2009; EETS should have been available at the latest by 8 October 2012 for vehicles > 3.5 t and/or > 9 seats. Directive 2011/76/EU (Euro-Vignette): Fully applicable by 28 September 2013; Stresses EETS importance: no new tolling arrangements accepted if not fully EETS compatible.

6 European Electronic Toll Service (EETS): Directive 2004/52/EC and Decision 2009/750/EC COMMUNICATION TO EP and COUNCIL (2) Member States to finalise: Designation of Conciliation Bodies; Registration Procedure for EETS Providers; Requirements for "Suitability for Use" tests. Information requests sent to Member States on 7 November 2012 prior to infringement procedure.

7 European Electronic Toll Service (EETS): Directive 2004/52/EC and Decision 2009/750/EC REGIONAL EETS (1) A stepwise approach: deployment at regional cross-border level: first step towards full European coverage; preparation and support of co-ordinated implementation of EETS-compliant toll collection over at least 3 Member States; involvement of MS, Toll Chargers and Service Providers; tests and validation of interoperability: compliance to standards / trial operations / pilot phase.

8 European Electronic Toll Service (EETS): Directive 2004/52/EC and Decision 2009/750/EC REGIONAL EETS (2) Implementation of operational solutions: on-board and road-side equipment architecture and functionalities; back-office resources and functions; interoperable applications. Ensure return of experience to other stakeholders Contribution to maintenance, profiling and amendment of standards and specifications
