1 SAFEGUARDING AND WELFARE

2 EYFS Requirements Section 3 of the Statutory Framework for the Early Years Foundation Stage contains ‘The Safeguarding and Welfare Requirements’. It states what early years providers must do to: Safeguard children Ensure the suitability of adults who have contact with children. Ensure staff are suitably qualified and have appropriate training. Allocate a ‘key person’ Make sure that staff–child ratios are maintained Promote good health Manage behaviour Ensure the safety and suitability of childcare premises Ensure that Special Educational Needs are met Maintain records, policies and procedures © Laser Learning Ltd 2014

3 Child Protection Providers must:
Have safeguarding policies and procedures Appoint a lead person for safeguarding Train staff in safeguarding issues Have regard to the guidance ‘Working Together to Safeguard Children 2013’. Inform Ofsted of any allegations of serious harm or abuse made against anyone living, working or looking after children on the premises © Laser Learning Ltd 2014

4 Suitable People Providers must:
Have effective systems to ensure anyone likely to have regular contact with children on the premises is suitable. Record checks made to confirm suitability and ensure staff know they are expected to disclose convictions. Meet their responsibilities under the Safeguarding Vulnerable Groups Act 2006 Not employ anyone who is disqualified Notify Ofsted of any significant events, including any convictions. 5 Staff Qualifications, Training, Support and Skills
Providers must: Ensure all staff receive induction training Ensure supervision and training of staff having contact with children and families Ensure that practitioners holding Early Years Educator qualifications and counting in ratio hold GCSEs in English and Maths at grade C or above Meet EYFS requirements for staff qualifications Maintain the provision of trained first aiders Ensure staff have sufficient understanding and use of English © Laser Learning Ltd 2014

6 Key Person Every child must have a Key Person to:
Help ensure care matches the child’s needs Familiarise the child with the setting Create a settled relationship with the child Build a relationship with the child’s parents © Laser Learning Ltd 2014

7 Staff:Child Ratios Providers must:
Ensure children are adequately supervised Decide how staff are allocated Ensure all children are usually within sight AND hearing, and always within sight OR hearing Exclude staff under 17 years of age from ratios Meet the EYFS ratio requirements according to the type of setting, age of children and qualifications of staff © Laser Learning Ltd 2014

8 Health Providers must:
Manage illness and medication and ensure polices and procedures, including permissions are in place Provide relevant training for staff Ensure any food or drink provided is healthy, balanced and nutritious, and prepared hygienically Notify Ofsted if 2 or more children at the setting are affected by food poisoning Ensure a first aid box with appropriate content is accessible at all times Manage accidents or injuries, notifying parents, Ofsted and/or the Local Safeguarding Children Board as required © Laser Learning Ltd 2014

9 Managing Behaviour Providers must:
Ensure children’s behaviour is managed in an appropriate way. Have a behaviour management policy Not threaten corporal punishment, and must not use or threaten any punishment which could adversely affect a child's well-being. Keep records if and when physical intervention is required. Take steps to ensure no child’s well-being is adversely affected by any act, or threat, of punishment © Laser Learning Ltd 2014

10 Safety & Suitability of Premises, Environment & Equipment
Providers must: Ensure the premises and equipment are safe, ‘fit for purpose’ and, as far as is reasonable, suitable for children with disabilities Ensure safety in case of emergency Have a no smoking policy Provide access to an outdoor play area Ensure separate sleeping area for children under 2 Ensure appropriate number of toilets and hand basins are provided. Provide an area where parents / carers can be spoken to confidentially Manage visitors and collection of children Ensure public liability insurance is in place and valid Take all reasonable steps to ensure staff and children in their care are not exposed to risks and must be able to demonstrate how they are managing risks. © Laser Learning Ltd 2014

11 Special Educational Needs
Providers must: Have arrangements in place to support children with SEN or disabilities. Have regard to the Special Educational Needs (SEN) Code of Practice Identify a member of staff to act as Special Educational Needs Co-ordinator or SENCO. © Laser Learning Ltd 2014

12 Information and Records
Providers must: Maintain records, obtain and share information, making them available to Ofsted, but ensuring that confidential information is kept secure and handled in accordance with the Data Protection Act 1998 Ensure records are easily accessible and available Ensure confidential information and records about staff and children are held securely and only accessible and available to those who have a right or professional need to see them Be aware of their responsibilities under the Data Protection Act (DPA) 1998 and where relevant the Freedom of Information Act 2000 Ensure parents /carers are given access to all records about their child, provided that no relevant exemptions apply to their disclosure under the DPA and they are stored for the required amount of time. © Laser Learning Ltd 2014

13 Information and Records
Providers must: record the required information for each child in their care including full name, date of birth, and name and address of every parent and/or carer who is known to the provider Give information on how the EYFS is being delivered, the types of activities available, menus, policies and procedures. Information on staff, including key worker and emergency contacts. Provide a complaints policy and procedure Provide Ofsted’s contact details Hold a copy of the names of children on role Display a copy of their registration Notify Ofsted of any changes that may affect their registration. © Laser Learning Ltd 2014
