Orientation for students and spouse Accountability Leave, Liberty, Mustering Medical Travel Awards Promotions Fitness Reports Graduation Discipline I am your CO during your stay General Advocate TriCare, Legal, BUPERS, etc The student services office is generally your first stop as a student at NPS. We process your initial orders, send you a welcome letter and assign a sponsor. Once you arrive you are required to report to the student services office to check in. This is a vital step, you will be entered into the PYTHON student management system. Please ensure that you keep your recall information updated to include you, your family, phone numbers, addresses etc. Spend some time on the check in portion, do all the things that are on the check in sheet. Once you start class you wont have the time and it will catch up with you. Do a proper check in. Once we have eyes on you and good recall information we can efficiently take care of other routine administrative items during your tour: awards, leave, promotions, etc. UP TO DATE INFORMATION IN PYTHON IS CRITICAL!! Mustering is a daily occurrence. Make it part of your daily routine. The Student service officers will go over this in detail, but again, it is like breathing or eating…you need to do it every day M-F.

Morning and Evening Colors Remain covered at all times when outdoors Dress Code Business Casual Uniforms Every Tuesday Important visitors Secretary of the Navy Guest Lectures (SGLs) There is nothing out of the norm at NPS. When we wear our uniforms we render all honors and follow all established customs. Of note, uniforms are not the norm. During the week you will wear business casual (more to follow on this) except for Tuesdays which is uniform day. Covers are required when outdoors. Additionally, NPS sometimes has VIPs visit the campus and we may wear uniforms on those days as well. Notification of changes will be made via the student check in page.

Alcohol dependence and alcohol abuse are considered treatable, but we cannot properly identify and assist unless we know and are aware of your situation. Navy does not view self or command referrals as detrimental to your career; however, alcohol-related misconduct and incidents will be dealt with appropriately. Seek help earlier rather than later from one of our qualified referral agents. All incoming students are encourage to utilize the DAPA and other resources to seek help from those struggling with substance dependence and/or abuse before unintended actions occur. Also, be sure to stop by LCDR Jones' office if you have sought DAPA assistance in the past and let him know. He will provide more info in his later brief. Study hard and turn in your own work will equal success at NPS. Cheating, improperly collaborating and Plagiarism will not be tolerated. Do not do it. OPSEC is a risk management process
Operational Security Operations Security: 1. A systematic, proven process by which a government, organization, or individual can identify, control, and protect generally unclassified information about an operation/activity and, thus, deny or mitigate an adversary's/competitor's ability to compromise or interrupt said operation/activity (NSC 1988). 2. OPSEC is a process of identifying critical information and subsequently analyzing friendly actions attendant to military operations and other activities to (a) identify those actions that can be observed by adversary intelligence systems, (b) determine indicators adversary intelligence systems might obtain that could be interpreted or pieced together to derive critical information in time to be useful to adversaries, and select and execute measures that eliminate or reduce to an acceptable level the vulnerabilities of friendly actions to adversary exploitation (DOD JP 1994; JCS 1997). Operations Security process: An analytical process that involves five components: identification of critical information, analysis of threats, analysis of vulnerabilities, assessment of risks, and application of appropriate countermeasures (NSC 1988). The information that people put out both at work and at home represents a huge vulnerability and an easy (and often legal) target for open source data aggregation. Military members, government employees and their families should make every effort to minimize the amount of CI, and personally identifiable information that they release through their everyday actions.

So we’ll briefly touch on NPS HAZMAT requirements for your awareness. 87

HAZARD COMMUNICATION Training Requirements: Chemical Specific SDS review HM Program Overview Proper Labeling: ID, MFG, POC, Expiration Date Proper Storage We have many chemicals here at NPS that are not typically found at other military installations due to our unique research and educational setting. Therefore, it’s important that anyone working with chemicals is trained on specific uses and the HAZMAT Installation Program. This training should be provided by your departmental hazmat representative or lab supervisor, and should include proper use, storage, and labeling for chemicals, as well as a review of the Material Safety Data Sheets. Every chemical container at NPS must be labeled with the chemical name, manufacturer, point of contact or owner, and expiration date. It must also have an MSDS readily accessible. Please report to the lab supervisor any container not labeled or stored correctly. 88

REPRODUCTIVE HAZARDS Various chemical & physical stressors are hazardous to the human reproductive system. NPS Examples: lead, toluene, carbon monoxide, and isopropyl alcohol, as well as excessive high levels of noise 3. Use requires: monitoring, training & possible M.D. counseling. Some examples of NPS chemical and physical reproductive hazards are Toulene and Isopropyl alcohol found in various labs and high level noise from machine shops and turbo propulsion equipment. Bottom line is prior to working with chemicals and equipment, you should know the reproductive hazards by reviewing the MSDS and discussing with your lab manager first. 89

8 NPS MS Exam Types Asbestos Explosives Handling Forklift operator Ionizing Radiation Laser Metal Working Fluids Noise Welder At NPS we have 8 medical surveillance programs across 10 departments. Anyone, staff or student, working with or handling radioactive material, lasers, liquid metals, explosives, or welding equipment as part of their research or studies must be enrolled in medical surveillance. Please notify the NPS Safety Office and your program officer if you work with these items and are not enrolled. The purpose of medical surveillance is to monitor personnel who perform tasks that: require a certain degree of health or increases the risks of adverse health conditions. For example, repeated exposure to high noise levels or welding particulates increases adverse health risks. Also, driving forklifts or operating lasers requires a level of fitness to ensure operations are conducted safely. Bottom line is Medical surveillance allows us to minimize occupational injuries, ensure you remain in good health, and be compliant with federal and state regulations. 90

Only trained & authorized employees may engage in tasks that require use of lockout-tagout procedures. Lockout procedures must be in place for all equipment and processes. Restoration from Lockout is a controlled operation. Students should NOT be conducting maintenance types of evolutions requiring LO/TO controls. 93

MISHAP REPORTING All mishaps shall be reported on-line thru ESAMS. Any civilian or military person with a work-related illness or injury that involves medical treatment, lost work time or light duty is considered a reportable mishap. If you are unsure of reporting requirements, please contact the Safety Office. Additionally, military personnel have to report off duty issues (i.e. sporting injury, motor vehicle accident, etc.) – if in doubt, contact the Safety Office. Supervisor shall submit a report of mishap or injury via ESAMS within 3 working days. Supervisor will assist with investigation of mishap in order to determine steps to be taken to prevent recurrences. Call 911 emergency services in case of serious or life-threatening injuries! PPE (List) Engineering controls come first & PPE is then utilized as a last line of defense. As a student, you may have access to posted NOISE HAZARD areas. You’re Lab Manager / Professor will review the use of required PPE and SOP’s with you. In some labs, students are utilizing Dust Masks (a.k.a., filtering face-pieces) as part of OSHA’s ‘Employee Voluntary Use of Respirators’ program. There is a requirement to be briefed by your lab manager on an annual basis. 94

Base Status Hotline: (831) Natural Hazards Wildfire Earthquakes Floods Coastal Erosion Tsunami Drought Technological Hazards Hazardous Materials Aircraft Mishaps Terrorism Drought - The D4 (Exceptional Drought) is the worst drought category on the Drought Monitor. The state has improved in the last 3 months, with 40% of the state being classified as "Exceptional Drought" (compared to over 55% in November), however, approximately 67% of California still remains in D3/D4 (Extreme/Exceptional) conditions and 93% of the state is classified as "Severe Drought" or worse. Wildfire – More than 9,000 firefighters battling nearly two-dozen wildfires across California with most of them in the North. Earthquakes - Between five to ten small earthquakes have been felt each year in Monterey County and one moderate earthquake has been felt along the San Andreas Fault near Parkfield every 22 years (1857, 1881, 1901, 1922, 1934, 1966, and 2004) over the past 150 years. Floods – Feb 1988, a series of El Nino winter storms hit various parts of California, and particularly Monterey County. Close timing of rainfall events contributed to intense flooding. An estimated 50 roads and highways were closed or restricted. Several communities were evacuated. Drinking water warning remained in effect for certain areas for some time and power was out for at least 6,600 homes. Coastal Erosion - As a result of the 1982–1983 El Niño events, approximately 20 to 40 feet of the marine terraces by Scenic Drive in Carmel fell into the sea. In the 1997–1998 El Niño winter storm event, a Light Detection and Ranging survey revealed that maximum dune erosion occurred in the vicinity of Fort Ord (43-foot retreat) and the city of Marina (50-foot retreat). During both El Niño events, several extremely steep cliffs (100 percent slope) near Big Sur failed as a result of increased wave attack. El Nino – There is a greater than 90% chance that a strong El Nino will continue through Northern Hemisphere winter and around 85% chance it will last into early spring 2016. Tsunamis - The largest, most damaging tsunamis in Monterey County history have come from large earthquakes in the Alaska-Aleutian Islands and Chile regions as distant tsunami sources and a potential submarine landslide as a local source. Although the potential for local tsunamis exists, they are much less frequent than distant source tsunamis.
