3 Project History Project originally identified as a need in the City’s Major Thoroughfare Plan Identified as a need by the Nashville Area MPO City and County initiated an Interstate Access Request (IAR) study in early 2010’s Increased focus on obtaining IAR approval in 2016 IAR approved!

4 Project History BUILD Grant – Better Utilizing Investments to Leverage Development Former TIGER Grant program Projects eligible for up to $25 million from USDOT, with no more than $150 million awarded to a single state Intended for investments in surface transportation infrastructure May 2018 – Began Application Process July 2018 – Application submitted December 2018….

6 Project History Spring Hill awarded the maximum amount of $25 million
One of only 12 projects in the entire U.S. to receive the maximum! Only project awarded in Tennessee City of Spring Hill Commitment Fund up to approximately $18 million of the total project Develop preliminary engineering plans and NEPA documentation Work with TDOT to complete the project by 2025

8 Project Overview New 4 – 6 lane roadway that will serve as an east/west connector between US 31, I- 65, and US 431 Includes new interchange at I-65 Includes sidewalk and multi-use path Median divided with turn lanes $50 million estimate Project Purpose and Need Improve connectivity/accessibility for Spring Hill residents Reduce congestion and delay times Encourage economic development

11 Project Overview Diverging Diamond Interchange (DDI) Why a DDI? Safety
Fewer conflict points – nearly half vs. conventional interchange = fewer crashes Reduced severe crashes – conflicts between left turns and opposing through movement are eliminated Pedestrian and bicycle facilities crossing fewer lanes Operations Easy left and right turn lanes from all directions Higher capacity for left turn movements More efficient with high volumes of traffic Cost Less bridge structure Less right of way than some other types

12 Schedule City began preparation of Preliminary Design Plans and Environmental Study in February 2019 1 NEPA Studies and Preliminary Plans will be completed by January 2020 2 Project will be completed as Design-Build administered by TDOT 3 Anticipated Construction start - Summer 2022 4 September project must be 100% complete - very accelerated schedule 5
