7 Personal Vehicle Operation
Operating a personal motor vehicle on Hill AFB is a right, granted by the 75 ABW/CC Documentation required in your possession: Valid CAC or other DOD-ID card Valid driver’s license Valid vehicle registration Current proof of Insurance Current Utah emissions test Vehicle registered in ECARS BE AMERICA’S BEST

8 Employee-Certification and Reporting System
 Since 27 Jan 2013 Hill AFB employees are required to report their vehicle emissions information annually the Air Force Web-based system called ECARS (Employee-Certification and Reporting System). ECARS is part of the Air Force Vehicle Self-Certification Program, which brings the Air Force in compliance with the Clean Air Act, Section 118d. This statute requires all federal (both military and civilians) employees to meet the Vehicle Inspection and Maintenance (I/M) Program requirements where the member is employed. Hill AFB is considered to be located within the Vehicle I/M Program area for Davis County. Exemptions:  Vehicles 1967 model year or older Vehicles with a diesel engine after Motorcycles Vehicles purchased brand-new less than two years ago Vehicles not driven on Hill AFB 60 days or more a year Vehicles registered as vintage, collectible, or classic BE AMERICA’S BEST

9 Random Vehicle Inspection (RVI)
“Inspection” defined as a “examination of property without probable cause” Can happen anytime, anywhere Includes purse, backpack, briefcase & everything else in/on the vehicle Random means Random: time/location/formula ordered by base commander BE AMERICA’S BEST

11 Motorcycle Operation Motorcycle Operators/Riders Must Wear (AFI ) Helmet DoT Standard # 218, UNECE Standard 22.05, British Standard 6658, or Snell Standard M2005 Eye Protection Goggles, wrap-around glasses, or full face shield Windshield does not constitute proper eye protection Long pants & long-sleeve shirt or jacket Leather or other abrasion resistant materials with impact absorbing padding – encouraged Should incorporate fluorescent colors and reflective material Sturdy, over-the-ankle footwear Full-fingered gloves or mittens Leather or other abrasion-resistant material

16 Weapons Personal weapons are prohibited on base except in base housing
Housing residents MUST register weapons with Security Forces Dormitory residents MUST register AND store weapons with SF Call the SF Armory at with questions See HAFBI for reference Concealed weapon permits are NOT valid on base! Exceptions: LEOSA permits, Transitional concealed carry. Other dangerous weapons not authorized on base: swords, machetes, martial arts weaponry Knives with less than a 2.5 inch blade are allowed BE AMERICA’S BEST

17 Transporting Transporting privately owned weapons on Hill AFB is prohibited except to and from authorized storage or shooting areas Must be cleared and on safe, with the breech open Must be locked in a gun case in the trunk (cannot be reached by occupants) Ammunition must be stored separately Hill Rod & Gun Club is the only authorized shooting location on base. In addition to the above: Shotguns only Must have scheduled shooting time at range Enter through Roy gate Mon-Fri, West Gate on Sat-Sun

18 Transporting Transporting via an open vehicle (bicycles, motorcycle, horseback, ATV) is prohibited DO NOT store firearms in a manner as to appear concealed (e.g. under seats, partially hidden or arms reach) DO NOT handle firearms in a way that could be misunderstood as a threat or preparation to fire BE AMERICA’S BEST

19 Common Violations Traffic Violations & Parking Tickets

20 Abandoned Vehicle Impounding Privately Owned Vehicles (POV) is authorized in the following instances and will be towed at the owner’s expense, These situations include but are not limited to the following: Any unattended vehicle within 15 feet of a fire hydrant or the driveway to any fire, police, ambulance, or crash vehicle entrance or exit Any unattended vehicle parked in excess of 3 days in a timed parking area will be considered abandoned. Any unattended vehicle parked in violation of base traffic or registration regulations in excess of three consecutive days. Vehicles operated by personnel who were stopped for suspicion of driving under the influence (DUI) of alcohol/drugs who have refused to submit to a breath test, have a blood alcohol level of .05 or higher or are found by a Drug Recognition Expert (DRE) to be under the influence of drugs. Violations, including speeding tickets, will result in an appearance at the Federal Magistrate Court in SLC. DUIs, for example, may result in a felony conviction as well as suspension of license and on base driving privileges. BE AMERICA’S BEST

21 Abandoned Property It is the responsibility of all personnel departing Hill AFB on PCS orders to ensure their personnel effects are removed from base prior to departure. Failure to do so will result in all effects being inventoried by either a command representative or 75 SFS personnel and any cost incurred will be charged to the member. Violations, including speeding tickets, will result in an appearance at the Federal Magistrate Court in SLC. Vehicles left on the installation for extended periods are considered abandoned Abandon vehicles are: left in the same location without movement for 72 hours Parked/stuck in an unauthorized location Vehicle subject to being ticketed & towed at owner’s expense Contact Emergency Communications Center to prevent tow/impoundment
