BACKGROUND The Department’s high performance strategy is to provide support so that more KwaZulu-Natal athletes can produce podium results. Our High Performance provides athletes with world-class support services and facilities, so they can focus solely on performance. The goal of the department’s High Performance Sport System is to ensure that by 2030 KZN is recognized as having one of the country’s leading high performance systems. The strategy for high performance sport in KwaZulu-Natal is aimed at leveraging the planned activities and investments in sport and recreation, particularly in disadvantaged rural communities. The objective is to create an integrative environment and partnerships where the municipalities, sport federations, tertiary institutions, clubs, communities, sports confederations and the department, establish and maintain strong working relationships.

APPLICATIONS SENT TO APPLICATIONS SENT TO 60 SPORT FEDERATIONS, KZN SPORT CONFEDERATIONS, ACADEMIES, SCHOOL SPORT STRUCTURES & TERTIARY INSTITUTIONS ON 08 FEBRUARY 2019. DEPARTMENT HAD A BUDGET ALLOCATION OF R DSR SCHOLARSHIP COMMITTEE SCREENED ALL APPLICATIONS AND MADE AWARDS A TOTAL OF 20 APPLICATIONS WAS RECEIVED. APPLICATIONS CLOSED ON 22 FEBRUARY

APPLICATION SUMMARY Quality of applications were exceptionally poor. Most federations did not bother applying for their athletes. Applications were only received from the following Federations: FEDERATIONS NO. APPLICATION CRITERIA The selection criteria used by the Committee was as per the Scholarship Policy (03/06/2016) and listed as follows: Preference given to applicants who are South African Citizens, residing in KwaZulu- Natal and/or to applicants whose parents/guardians are residents of KwaZulu-Natal. Talented athletes who have: Represented the country and excelled at national/international sporting levels in a specific code of sport. Athletes who have recorded podium positions at a national level. In the case of team sport, applicants must have played sport at national level in the year immediately before registration with the institution and where their potential/talent can be measured and/or where they give permission for such a test to be administered. Talented learners that have been identified through the implementation of the School Sport Programme and who must have represented the province at the National Top Schools Championships, Schools Winter, Summer or Autumn Games and where performances can be substantiated. (All applications must be submitted with certified proof of evidence)

APPLICATION CRITERIA Talented learners that have been identified through the implementation of the School Sport Programme and who must have represented the province at the National School Sport Championships for Winter, Summer or Autumn Games and where performances can be substantiated. Talented athletes who have been identified for the Department’s Elite Athlete Development Programme (EADP) and/or Academy and Sport Focus School System. Preference will be given to students who are able to demonstrate the potential for academic success and which must be substantiated by the appropriate academic record. In the case of tertiary student’s applicants must also meet the requirements for enrolment in the relevant faculty or programme at a recognised tertiary institution (University, University of Technology, TVET, FET, etc.). Preference will be given to athletes who are prepared to bind themselves contractually to serve the Province in their particular code of sport.

CONCLUSION A talent identification programme is key to delivering the Department’s Vision of “An Active and Winning Province”. The Sport Scholarship Policy supports the Department’s Talent Identification Programme through the nurturing and retention of sporting talent within the Province of KwaZulu-Natal. It also fully supports the School Sport Programme through the identification and nurturing of sport talent from Grade 6-12.
