2 The Project Objective To assist the country CSO’s to develop the ability to centralise key relevant statistical indicators (using the LDB), which can be easily disseminated to enable improved policy analysis and formulation, monitoring and evaluation for evidence based decision making. To provide pre-defined indicators to the SADC Secretariat.

3 Achieving the Project Objective
Work together to define data flow Identify key players, and define roles and responsibilities Identify quality control procedures Identify reporting requirements (incl. SADC) Obtain derivation and aggregation rules for pilot reports

4 Achieving the Project Objective
Initial system configuration Upload of pilot data Implement dissemination procedures and tools Documentation of policies and procedures

5 Approach - Phases Project Orientation Scope and Assessment
Preparatory Activities Planning Infrastructure set-up Implementation Evaluation

6 Project Orientation (This Week)
Get to know each other Learn about the system Understand the project objectives (and benefits) Understand the project approach Determine end points (initial determination) Get excited about what this means for you

7 Scope and Assessment Needs Assessment:
Existing Hardware, Infrastructure, Systems Existing IT organisation Requirements for LDB implementation (Hardware, skills, etc) Understand Information Requirements High Level Data Flow Identify key preparatory activities (data flows, data preparation, new indicators)

8 Scope and Assessment Cont.
Enrolment: Workshop(s) with key stakeholders Generate understanding of benefits Identify champions, counterpart team members Capacity Building: Provide skills for preparatory activities Identify time and support requirements for preparatory activities

9 Planning Refine end points
Plan sequence and timeframes for each implementation Plan support for preparatory activities Plan resource allocation & training requirements Provide hardware requirements to DBSA Involve stakeholders in the planning

10 Preparatory Activities Support
Monitor ongoing preparation activities Remote and on-site support and capacity building. Feed back learning experiences from ongoing implementations (user group / mentoring) Test sample codes, data uploads, report requirements remotely Use of information sharing tools (eg internet)

11 Infrastructure Set Up Hardware and software procurement by DBSA (concurrent with other preparatory activities) Infrastructure set up and installation of equipment Install the Live Database On the job training of IT staff Training session on installation

12 Implementation Ensure preparatory activities complete
Define and complete the data administration procedures (documentation with help of CSO’s) User training (key champions - train the trainer) Technical implementation

13 Implementation Cont. Refine end points if necessary
User acceptance testing Stakeholder workshops (change readiness), prepare for impact of dissemination Procedures for data security

14 Evaluation Identify evaluation benchmarks on ongoing basis throughout the project Measure performance against benchmarks (ongoing) Identify key learning areas for future implementations
