21st THEATER SUSTAINMENT COMMAND (FIRST IN SUPPORT)
OPERATIONS ORDER (OPORD) (SUSTAINED FURY) (U) BRIEFING In October 2018, the President of the United States (POTUS) issued a Presidential National Security Directive (PNSD) that identifies respect for current CAUCASUS international boundaries and continued unfettered export of CAUCASUS, and CENTRAL ASIAN oil and gas supplies as vital U.S. national security interests. The PNSD also directed the Secretary of Defense (SECDEF) to establish and deploy a Combined Joint Task Force (CJTF) to the region to demonstrate U.S. resolve and deter potential aggression. CJTF Caspian Sea (CJTF-CS) has been directed to begin a time-phased deployment into Caspian Sea Joint Area of Operations (CSJAO) on C-Day in order to conduct military operations in support of vital national security interests.

Area of Interest. The 52d ID area of interest includes the airways and land areas of the provinces surrounding the Vetlia, Erdabil, and Sirvaki Provinces in Atropia and the Gilan Province in Donovia, (Refer to Appendix 2 (Operations Overlay) to Annex C (Operations). In the west are the Atropian provinces of Agdash and Muhksa through which 52d ID’s lines of communication and supply pass. Further west is the nation of Gorgas, where the Corps’ SPODs and APODs are located. To the east are the provinces of Hachzi and Sirvaki, both critical as 52d ID considers the protection of its eastern flank. Hachzi contains the Rimzi Airport which serves as a major airbase for the CJTF-A Air Component, while Sirvaki Province, experiencing a low-level Lezgin insurgency, poses a threat to the Division’s right flank and rear areas. The Caucasus includes Atropia, Limaria, and Gorgas, as well as parts of Ariana and Donovia. The Caucasus Mountains, consisting of the Greater and Lesser Caucasus ranges, traditionally form the separation between Europe and Asia. The Caucasus region contains two major parts—the North Caucasus and the South Caucasus—that are divided by the Greater Caucasus Mountains. The North Caucasus region is contained entirely within Donovia, while the South Caucasus contains Gorgas, Limaria, Atropia, and part of Ariana. The Caspian Sea holds large oil and natural gas reserves, which contribute to the region’s geostrategic importance. The region has a long history of warfare; ethnic and religious factionalism; and general political, military, and civilian unrest. In addition to these internal regional divisions, outside actors to include the US, the European Union (EU), and Middle East nations have increasing strategic interests in the region. 21ST OPORD (SUSTAINED FURY) WEATHER IMPACTING PLANNING Seasonal thunderstorms storms may restrict CAS and IMINT and impact air missions. During aviation operations, dusty conditions and dust storms can result in damage to equipment, and additional risk while taking off and landing. Occasional late night and early morning freezes may degrade vehicle and aircraft performance. Built-up areas may impact HF and UHF communications.

ENEMY SITUATION 1.c.1.f. (U) Enemy Centers of Gravity and Vulnerabilities. OSC-S’s operational center of gravity is OSC-S’s operational center of gravity is their Class III (Bulk POL) supply chain. OSC-S mechanized elements cannot maintain offensive momentum south beyond the IRB without exposing their limited Class III (Bulk) delivery systems. 1.c.1.f.1. (U) Critical Capabilities. The OSC-S’s Critical Capabilities are its ability to conduct rapid armored maneuver and protection of its forces with organic and attached Air Defense systems. 1.c.1.f.2. (U) Critical Requirements. The OSC-S’s Critical Requirements include fuel (for offensive in depth), Integrated Air Defense Systems (IADS),maintaining operational tempo while retaining the initiative prior to Coalition forces completing Reception, Staging and Onward Integration (RSO&I) and maintaining the active support of the local Bilasuvar population along the axis of advance. 1.c.1.f.3. (U) Critical Vulnerabilities. The OSC-S’s Critical Vulnerabilities include logistical elements (especially its Class III storage and delivery systems) ability to keep pace with main combat forces, extended Lines of Supply (LOS), digital and voice communication systems susceptibility to electronic attack and lack of civilian popular support in southern Vetlia Province.

ARIANA CONVENTIONAL FORCES
Ariana maintains three standing Armies at Tier 2. Militarily, it is a dominant actor within the region, capable of conducting military action across the spectrum of operations. Ariana is well-protected by a modern (tier 2) integrated air defense system complemented with tactical all-arms air defense capabilities. The Arianian military conducts overt, covert, and clandestine operations with ripple effects across the region. Ariana’s army maintains a defensive posture that uses the Zagros Mountains to narrow a potential attacker’s axis of advance. Ariana possesses nuclear weapons capability and would see any attack on its nuclear program or hydrocarbon production capability as an act of war. Anti-Western rhetoric continues to increase throughout the country, but especially in Ariana’s military. Reporting also suggests ties between elements of Ariana’s military to criminal and terror groups within the region, which further extends the potential for a global threat. 1.c.1.b.2.a. (U) OSC-South (OSC-S) is currently comprised of 41st Division Tactical Group (DTG) (Tank), 98th DTG (Tank), 11th DTG (Mechanized), 80th DTG (Mechanized), 76th DTG (Airborne), and 84th DTG (Motorized). 1.c.1.b.2.b. (U) Composition. OSC-S’s equipment and weapons largely reflect a Tier II capability (in accordance with the World Equipment Guide [WEG]) throughout, with the exception of the 41st and 98th Armor Divisions Tactical Group, which is considered a Tier I formation. OSC-S possesses the equipment to operate in all terrain with the ability to conduct successful day and night operations. 1.c.1.b.2.b.1. (U) Movement and Maneuver. The 41st Tank DTG is OSC-S’s best equipped unit, consisting of three Armor Brigade Tactical Groups (BTG), and one Mechanized Infantry BTG. The 41st DTG’s primary maneuver systems are T-90’s and BMP-3M’s. 1.c.1.b.2.b.2. (U) Intelligence. The 879th Information Warfare Brigade is OSC-S’s primary intelligence collection and analysis element. The 879th Information Warfare Brigade is comprised of an integration battalion, Human Intelligence (HUMINT) battalion, Signals Reconnaissance battalion and Unmanned Aerial Vehicle (UAV) battalion. OSC-S has not established an OSC-level reconnaissance element, but all subordinate DTG’s have reconnaissance battalions. 1.c.1.b.2.b.3. (U) Fires. OSC-S has extensive Fires capabilities organized under an Integrated Fires Command (IFC) comprised of the 82d Combat Helicopter Brigade (HIND-E), 382nd Artillery Brigade (G5, 2S5, 2S3) and the 388th Multiple Rocket Launcher Brigade (FAJR-3, WM-80, FADJR-3). OSC-S also employs Electronic Warfare (EW) capabilities from the 879th IW Brigade’s EW battalion (TRC 274, R-330K, Aviaconversia GPS/GLONASS Jammer). 1.c.1.b.2.b.4. (U) Sustainment. Each DTG in OSC-S has an organic Material Support Brigade, with no significant shortages at this time. 1.c.1.b.2.b.5. (U) Command and Control. Each DTG has an organic Signal battalion while the 876th Signal brigade supports at the OSC-S level. 1.c.1.b.2.b.6. (U) Protection. Donovia has a significant chemical warfare capability, which it may employ at the onset of hostilities or to cover a withdrawal. OSC-S IFC possesses several hundred artillery rounds filled with non-persistent nerve, blister, choking and blood agents. OSC-S Air Defense assets include the 3d Air Defense brigade (SA-12), 11th Air Defense brigade (SA-11) and 33d Air Defense battalion (ZSU-23-4). 1.c.1.b.2.c. (U) Disposition. OSC-S is positioned close to the international border with Atropia and its units are conducting extensive sustainment type operations, e.g. refitting units, receiving new equipment, conducting re-supply and increasing manning levels. Donovia previously activated the 98th Armor Division (reserve) in Gilan Province. It is assessed that if the 98th Armor Division can achieve full mobilization prior to an offensive action into Atropia, the 98th Armor Division will be allocated to OSC-S to act as a reserve. In the event that the 98th Armor Division cannot reach full mobilization, OSC-S will still be capable of conducting sustained offensive cross-border operations, weather permitting, within 30 days. It is believed that Donovian (DON) Commando (CMDO) forces have begun infiltrating into Atropia in order to augment DON Special Operations Service (SOS) agents, conduct unconventional warfare alongside Bilasuvar irregular elements, collect strategic intelligence, conduct route reconnaissance and assess the capabilities and limitations of Atropian Border and conventional forces. 1.c.1.b.2.d. (U) Strength. OSC-S has recently completed aggressive offensive training and maintains an overall 85% operational readiness rate. Reports indicate that current Donovian Army morale is high.

ARIANA IRREGULAR THREAT
The most significant irregular Arianan Irregular group operating in Atropia is the South Atropian People’s Army (SAPA), which remains somewhat isolated. The SAPA, an insurgent group whose goal is to create a separate country composed primarily of ethnic Atropians is located in southern and central Atropia and Ariana’s northwestern provinces. SAPA relates culturally to Ariana and wants to create a separate country composed of southern Atropia and Ariana’s northwestern provinces that contain an ethnic Atropian majority. The SAPA feels that the South Atropian People’s Party (SAPP) carries little weight in the Atropian political system, and reforms to assist the local people show few signs of progress. The SAPA, while it operates throughout Atropia, focuses on eight provinces in the south due to cultural ties with Ariana. The SAPA operates in three separate major units—Northern, Central, and Southern Commands. The group conducts most of its training in Ariana, where it receives most of its equipment and supplies. Reports indicate that Arianian SPF or other ―advisors may support the SAPA with logistics and training in the country. The Sadvol insurgents often clash violently with the SAPA over ideology, limited resources, and similar recruiting pools. 1.c.1.b.2.a. Support and special-purpose elements include air defense, artillery, engineer, militia, special-purpose forces (SPF), and a missile command. Recently, Ariana established an Information Warfare (INFOWAR) brigade to develop electronic and computer warfare capabilities. 21ST TSC MISSION On order, 21st TSC deploys elements forward in support of the CJTF-C in the CAUCASUS AOR and assumes responsibility as the single theater sustainment Mission Command from 3rd ESC on or about C st TSC(FWD) will assume RSOI oversight and provide operational sustainment and distribution IOT provide CJTF-C freedom of action to maintain ATROPIA’S sovereignty and restore regional security and stability.

21ST TSC COMMANDER’S INTENT
The purpose of this operation is to provide forces to deter an attack against ATROPIA and, if deterrence fails, to defeat threat military forces in order for the CJTF-C to secure and stabilize the CAUCASUS region. Once in theater, 21st TSC will provide continuous sustainment support to CJFLCC forces for the duration of the operation. This will be accomplished by ensuring rapid theater opening, timely and efficient RSOI and establishing a flexible sustainment distribution network that will allow CJTF-C to extend its operational reach and prolong force endurance. We will anticipate requirements and forward position critical commodities to the maximum extent allowable by the tactical situation. Distribution must be timely and given the canalized nature of the terrain, include redundancy of distribution methods to maintain flexibility and durability. I want to maximize contracting and HN support throughout all phases. 21st TSC will provide the highest quality mission command and sustainment support that is full synchronized with CJTF-C forces. Purpose: Ensure the territorial integrity of Atropia to support regional stability and secure US national Interests in the Caucasus region. In the event of incursion, I want to deny the Donovian OSC-S possession/use of the key LOC node at SWABROT, which essentially defeats the purpose of a Donovian incursion. 3.a.1. (U) Key Tasks. 3.a.1.a. (U) Deter Donovian conquest of the Atropia Provinces of Vetlia, Erdabil, and Sirvaki. 3.a.1.b. 21ST OPORD (SUSTAINED FURY) AREA SUPPORT RELATIONSHIPS Subordinate commands will inform this headquarters of locations of major sustainment installations and area responsibilities when determined. Subordinate commands further will inform this headquarters of any displacements or relocations of previously positioned units: Theater Support Area (TSA) ALEXANDRIA will be located vic RUSTAVI, GORGAS. (2) 16th SUS BDE will support all operations in GORGAS from TSA ALEXANDRIA. (3) 4th SUS BDE will support all operations in ATROPIA from LSA ARMSTRONG vic YEVLAHK. CSSB areas of support should be aligned with division AORs to the maximum extent feasible. (4). 12th UK Division requires Class III(B) support from 4th SB. All other logistics requirements will be resourced internally by the UK. The 916th SB establishes LSA LEGION vic. Chelisi (11S NU 2166) in direct support of 52d ID and Coalition forces. The 523d CSSB provides long haul throughput from Intermediate Staging Base ALEXANDRIA in the Republic of Gorgas (ROG) to LSAs HOPLITE and LEGION. The 87th CSSB establishes in LSA LEGION and Distributes multi-class supply to 521 CSSB & 522 CSSB; GS sustain 52 ID Div troops. The 522d CSSB establishes LSA HOPLITE and provides direct support to 1-52d ABCT and 85th SBCT and area support to Coalition aviation operations in 85th SBCT’s AO. The 521st CSSB operates out of LSA LEGION and provides direct support to781st IBCT and 2-52d ABCT. The 652d ASB establishes a BSA vic. LSA LEGION in order to support Division aviation operations.

CLASS I SUPPORT 1. Class I resupply for units in the JTF-C AO will be provided by DLA for all phases. BCTs & EABs are responsible for coordinating with the SUS BDE SPO for quantity, time, and location of CL I resupply. 2. Initial Arrival. Force Provider or Contingency Contractor will provide meals at SPOD/APOD for all arriving personnel. SUS BDEs will provide 1 DOS to individuals for consumption during onward movement. 3. Theater Stock. The SUS BDE will maintain three (3) DOS of CL I in all LSAs, SPODs, and APODs. Seven (7) DOS will be maintained at TSA ALEXANDRIA. Theater stocks will be managed by the SUS BDE from Phase I to the completion of Phase III. When Phase IV is initiated, management will transition to DLA until mission complete. 4. Forward stocks. BSBs will maintain three (3) DOS for BCTs. FSCs will maintain two (2) DOS. Each Soldier will have on-hand one (1) DOS rations. 5. Ration Cycle. For units in GORGAS, ration cycle is U-M-U for all phases. For units in ATROPIA, ration cycle for Phases I and II of the operation is U-M-U. Units which are involved in the offensive in Phase III will maintain an M-M-M ration cycle until otherwise directed. The issue cycle is for all replenishment and each replenishment will be 2 DOS. 6. EPW & IDP Support. Three (3) DOS of HDR rations will be kept on hand at all LSAs. 7. Ice. Normal ice and limited dry ice are available at all LSAs. Ice will be provided during issue days containing H&S rations. Ice allocation is 2 lbs. per Soldier per day. 8. Water. Host Nation water systems are potable and have been tested and deemed suitable for consumption. During Phase III, bottled water will be the primary source of water for engaged units. Re-supply at the objectives is initially bottled water to replenish loads and for subsistence until Support Battalion water points are operational. Location of water points are TBD. Units will report locations and coordinate water testing IAW SOP. 9. Warehouse. Containers, reefers and temperature-controlled tents will be provided by DLA for CL I warehouses at all LSAs.

CLASS II SUPPORT 1.Units will deploy with two JSLISTs per Solider. Units may requisition additional JLISTs as needed. 1x DOS for a Division element of JLIST and CBRN equipment will be maintained at TSA ALEXANDRIA for emergency resupply. 2. TA-50 issues restricted to emergency requirements. Units will request and conduct direct exchanges (DX) of Organization Clothing and Individual Equipment (OCIE/TA-50) through appropriate support battalions using standard supply procedures. 3. Requisition classified maps through S2/G2 channels. 4. All units will maintain limited stocks of critical life support items for DX or emergency issue IAW CTA to meet safety, health, and welfare requirements. Priority of support to main effort, supporting effort, reserves then support units. Once committed, combat units in contact take first priority. 5. DLA will provide CL II support for the Theater. GSA will provide additional CL II procurement support. GSA and DLA representatives will be located with 3rd ESC Headquarters at APOD TBILISI. All CL II requisitions and replenishment will be made through PBUSE, SARSS and SAMS-E and GCSS-A.

21ST OPORD (SUSTAINED FURY) CLASS III FUEL (BULK AND PACKAGE) Class III(B): DLA Energy delivers theater bulk fuel to SPOD POTI . Bulk fuel requirements for each division AO will move via rail or truck from TSA ALEXANDRIA to bulk fuel facilities established at LSA ARMSTRONG and each of the LSAs throughout the AO. Fuel at Convoy Support Centers (CSC) will be drawn from refuelers. Combat Sustainment Support Brigades (CSSBs) at each LSA will ensure delivery of fuel to supported units. 1. Priority of Support. Priority of support from Phase I to completion of Phase III is 35th ID, 1st ID, 4th ID,12th AD(UK)/1st Mech Bde(Can), or the division in contact with enemy forces as directed by CJFLCC. 2. Stockage levels. The theater Stockage Objective (SO) for CL III(B) is 30 DOS. TSA ALEXANDRIA will maintain 10 DOS. LSA ARMSTRONG will maintain 2 DOS for the Atropian AOR. All remaining LSAs will maintain 4 DOS. For DOS amounts in US gallons (USG) see ANNEX I (CONCEPT OF SUSTAINMENT). 3. Host Nation Petroleum Distribution. Host Nation Support for petroleum distribution in GORGAS will be available during all phases. Host Nation Support in ATROPIA will be available during all phases but expect limited availability during Phases I through III. a. All fuel delivery forward of the LSAs will be by military transport only. b. All requests for host nation petroleum distribution support will be coordinated through the ESC Bulk Fuel Officer. 4. Consumption Reporting. Each SUS BDE will provide daily fuel reporting requirements to supported units. SUS BDEs will submit any changes to requirements to this headquarters NLT 1600 daily if modification is made. 5. MOGAS. SUS BDEs are authorized for local purchase until phase IV. For Phase IV, units will provide MOGAS requirements to the ESC SPO NLT day five after phase commencement. POC for this action is MAJ Jim Bob, 21st TSC Petroleum Officer, DSN , or 6. CLIII (B) Storage Locations. See. ANNEX F (CONCEPT OF SUSTAINMENT). Class III(P): 1. 10 DOS of Class III(P) will be maintained for issue at each LSA. Units will maximize the use of internal assets to distribute MCL materials from designated CL IV forward supply points. 5. It will be transshipped by rail augmented by line haul truck transport to the ASPs at TSA ALEXANDRIA and LSA ARMSTRONG for stocking and further distribution. LSAs in ATROPIA will be sustained from LSA ARMSTRONG: (a) 40 DOS will be maintained in theater. (b) After off-loading from APS3 shipping, 70% of CLASS V cargo will be transported to the ASP at TSA ALEXANDRIA. 30% will be transported to the ASP at LSA ARMSTRONG. (c) After C+30 theater resupply will be primarily via scheduled sealift augmented by airlift when required. (d) By C+120, TSA ALEXANDRIA will maintain 10 DOS and LSA ARMSTRONG will maintain 5 DOS in their ASP. ASPs at LSAs LEGION, WARRIOR, KNIGHT, and ARCHER will maintain 3 DOS once ASPs are operational.(e) All units will arrive with their authorized combat load (ACL). 21ST OPORD (SUSTAINED FURY) CLASS VII MAJOR END ITEMS SUPPORT Class VII Major End Items. Army Materiel Command (AMC) will coordinate for delivery of Class VII to all LSAs. Unit distribution of major items will be to all LSAs from TSA ALEXANDRIA and LSA ARMSTRONG. Quartermaster Support Companies at each LSA will provide area support to assigned Brigade Support Areas (BSA). AFSB will provide support to all Sustainment Brigades. (a) Priority of Class VII during Phases II and III goes to combat units in contact and units that are designated as the main effort for the follow on mission. (b) AFSB will establish CL VII retrograde and replacement staging area at TSA ALEXANDRIA and LSA ARMSTRONG NLT C+30. (c) Units will retrograde non repairable Class VII to their respective LSA for further retrograde to TSA ALEXANDRIA. All combat systems will be retrograded by military assets. (d) All major end item losses during combat operations will be reported to the ESC via the SUS BDE within 24 hours of loss. (e) All secure communications systems will be removed from all retrograde equipment identified as a loss prior to recovery from LSA. CLASS VIII MEDICAL SUPPORT
21ST OPORD (SUSTAINED FURY) CLASS VIII MEDICAL SUPPORT The Theater Lead Agent for Medical Materiel (TLAMM) for CLVIII supplies and equipment is the US Army Medical Materiel Command-Europe (USAMMC-E) located at PIRMASENS, GE. The Joint Blood Program Office (JBPO) located at Landstuhl Regional Medical Center (LRMC), LANDSTUHL, GE, provides managerial and technical oversight for all theater military blood activities. The Single Integrated Medical Logistics Manager (SIMLM) for CLVIII supplies, equipment, and blood distribution is the Multi-functional Medical Battalion (MMB) located VIC TBILISI. The Medical Logistics Company (MLC) located at TSA ALEXANDRIA manages the CLVIII SSA and establishes Forward Distribution Teams (FDT) at SPOD POTI, all LSAs, APOD BAKU. The MLC coordinates for transportation of supplies via air or ground; FDTs confirm the delivery of CLVIII supplies, equipment, and blood. FDTs further coordinate with customers for delivery or pick-up.

CLASS IX SUPPORT SUS BDEs determine prioritization of components. QM companies within CSSBs maintain daily stockage and provide unit distribution of Class IX to BSBs. One aerial delivery platoon will be positioned at TSA ALEXANDRIA and can support up to 50 short tons per day. Aerial delivery support will be requested through 3rd ESC SPO. 3. Container Operations. ESC Mobility Section is the Country Container Authority and will establish, monitor, and manage the theater container management program. All containers in theater are government owned. 4. Movement Control Responsibility. The Movement Control Battalion will provide theater movement control and management of all theater movement. 5. Operational Contract Support. See Annex A (TASK ORGANIZATION) and Annex F, Tab G to Appendix 1. Operational contracting support will be administered by the Contingency Contracting Battalion vic LSA LEGION. Contingency Contracting Teams (CCT) in each division AO will assist commanders in contract development and execution. 6. Mortuary Affairs. See Annex F, Tab H to Appendix 1. Mortuary Affairs operations will entail the dignified collection and transfer of remains from maneuver Forward Collection Points (FCP) to LSA based Mortuary Affairs Collection Points (MACP) and back to the Theater Mortuary Evacuation Point (TMEP) for evacuation to CONUS. Commanders at all levels must be aware of the requirement for rapid processing and transport of remains. Time from arrival at FCP to delivery at DOVER AFB CONUS is 72 hours. 7. Labor. Units requiring labor contracts are limited to local vendor and host nation support through Phase III. Labor will transition to Contingency Contracted Labor in Phase IV. See Annex F, Appendix 1, Tab A (CONCEPT OF SUSTAINMENT) and Annex P (HOST-NATION SUPPORT) as required.

21ST OPORD (SUSTAINED FURY) CLASS X SUPPORT AND OTHER EFFORTS 8. Personnel. (Human Resources Support): (a) Theater Gateway Personnel Accountability Team (TGPAT). TGPAT Centers will be established at APOD TBILISI, APOD BATUMI and APOD BAKU. They will conduct personnel accountability, integrate DTS /Finance Data, and coordinate onward movement from APOD TBILISI and BATUMI to TSA ALEXANDRIA, or from APOD BAKU to LSA ARMSTRONG as appropriate to begin integration. They will also coordinate H/R support for transient personnel at both APODs. (b) Military Mail Terminal Team (MMT). MMTs will be located at APOD TBILISI to control mail movement in GORGAS and push mail to LSA ARMSTRONG. The MMT at LSA ARMSTRONG will control mail movement in ATROPIA and push mail to postal platoons at each LSA. (c) Financial Management. The Financial Management Support Center (FMSC) located vic APOD TBILISI will execute oversight of financial operations in the CJFLCC AO through Financial Management Companies located at TSA ALEXANDRIA and LSA ARMSTRONG. The FMSC will also provide central currency support including providing US currency, foreign currencies, and US Treasury checks. Finance Companies will provide technical oversight of all finance operations in their AOs. (d) Legal Support. To be published. (e) Religious Support. Unit Ministry Teams at each level will provide religious sustainment support to all personnel deployed in the theater AO. Each CJTF Chaplain will ensure that the three main functions of religious support (nurturing the living, caring for the wounded, and honoring the dead) are effectively exercised. (f) Foreign Nation and Host-Nation Support. See Annex P (HOST NATION SUPPORT). (g) Medical Facilities in Theater. See Annex F (CONCEPT OF SUSTAINMENT).
