Qualitative Criteria Assessment
A Utility Function based method used in other environments as well CIRAS offers two methods to assess qualitative criteria An innovative method developed within the project which we called MAHP MAHP is a modification of the AHP concept introduced by Thomas Saaty in the 1990s MAHP will be explained in more details

MAHP Functional Block The MAHP FB implements a new methodology to assess and compare different security measures alternatives along non-quantifiable criteria in an more objective and reliable way than before. This is necessary because complex security installations mostly have political, social, psychological etc. influences which are as essential as the quantifiable ones.

MAHP Functional Block Main steps for assessment What to do with this tree? We follow a unique and transparent method: Assign to each category under the root a relative weight indicating the relevance. Assign to each criterion under a category a relative weight in the same way indicating the relevance of this criterion. Assign to each security measures alternative under a criterion a relative contribution (referring only to this criterion).
