1 CIRAS FINAL CONFERENCE
MAHP - Qualitative Criteria Assessment Katowice, June, 8th, 2016 Peter Klein, CESS Centre for European Security Strategies

2 Qualitative Criteria Assessment
A Utility Function based method used in other environments as well CIRAS offers two methods to assess qualitative criteria An innovative method developed within the project which we called MAHP MAHP is a modification of the AHP concept introduced by Thomas Saaty in the 1990s MAHP will be explained in more details

3 MAHP Functional Block The MAHP FB implements a new methodology to assess and compare different security measures alternatives along non-quantifiable criteria in an more objective and reliable way than before. This is necessary because complex security installations mostly have political, social, psychological etc. influences which are as essential as the quantifiable ones.

4 A hierarchical tree of qualitative criteria is constructed with:
MAHP Functional Block For this comparison and assessment: A hierarchical tree of qualitative criteria is constructed with: The root as qualitative top goal A subdivision into categories as nodes below the root A further subdivision as single criteria as nodes below the categories The security measures alternatives as leaves below the criteria How does such a tree look like?

5 MAHP Functional Block Construction of a MAHP tree

6 MAHP Functional Block Main steps for assessment What to do with this tree? We follow a unique and transparent method: Assign to each category under the root a relative weight indicating the relevance. Assign to each criterion under a category a relative weight in the same way indicating the relevance of this criterion. Assign to each security measures alternative under a criterion a relative contribution (referring only to this criterion).

7 This is the heart of the MAHP method. See two examples now.
MAHP Functional Block The assignments described before are the basis for the calculation of the total relative contribution of each alternative. How will the assignments be done? How will the calculations of the contributions be done? This is the heart of the MAHP method. See two examples now. More will be shown on our stands!
