2. 3 Goals of the Congress
Most influential person at the Congress – Klemens von Metternich
His goals :
1. Containment of France
2. Balance of Power
3. Restoration of Europe’s monarchs

3. Containment of France
Representatives at the Congress strengthened the borders of the nations around France to contain French ambitions.
Kingdom of Netherlands
German Confederation
Swiss independence
Enlarged Kingdom of Sardinia

6. Balance of Power
Reps wanted to distribute power so that no one nation would become too powerful and threaten the status quo
They weakened France but did not severely punish it because they didn’t want the French to:
Seek revenge
Be so weak that it would not assist in the balance of power or
Become a target for invasion by another .

7. Restoration of Monarchs
Reps believed that the legitimate heirs were the pre-revolutionary monarchs.
Ruling families were restored to power.
Believed that this would restore stability
Would put an end to the revolutionary spirit
Differences of monarchies
Britain and France were constitutional monarchs
Russia, Prussia & Austria were absolute monarchs

8. Triumph of Conservatism
Holy Alliance
Pledge to resist revolutionary forces and based their relations with other nations on Christian principles
Concert of Europe
System of alliances which pledged assistance to one another if a revolution broke out.
Purpose was collective security

9. Successes of Congress of Vienna
Preserved balance of power and stability among nations
Concert of Europe temporarily extinguished revolutionary uprisings.
Precursor to international organizations like the UN which work to collectively solve problems.
We will contrast later with Versailles Treaty

10. Failures of the Congress of Vienna
Ignored and unable to tide the forces of nationalism & liberalism.
Nationalist uprisings will take place in:
Greece
Balkans (Serbia)
Belgium
Poland
Prague
Vienna
