2 Congress of Vienna meets to “balance power” in Europe “Great Powers” of Russia, Prussia, Austria, Britain and France want to bring security & stability to Europe Austria’s Klemens von Metternich dominates the meeting Metternich blames democracy for Napoleonic Wars, and wants to crush democracy & strengthen absolutism

3 Congress of Vienna 1) New Boundaries: A. Switzerland, Netherlands, Belgium, Italian States (near France) B. Confederation of German states C. Some countries disappear to give Austria, Prussia, Russia land 3) Conservative Europe: Austria, Prussia, & Russia form Holy Alliance – spread Christian ideals 2) Legitimacy: All former monarchs that Napoleon replaced will return to their thrones 4) Concert of Europe: Agreement that if a revolution breaks out, all countries will help stop it

4 Legacy of the Congress of Vienna No major full continent wars for almost 90 years However, smaller war & many nationalistic revolutions will shortly break out due to people being controlled by a foreign ruler
