5 4th Degree Regalia Honor Guard Regalia, Dress and Attire
Honor Guard uniform is officially the new uniform as outlined in the new Drill Manual located on the Supreme website, Section 38 of Laws & Rules Governing the 4th Degree of the Knights of Columbus. Hard copies of manual can be ordered by the FN of assemblies from Supreme. New uniform consists of Dark Navy jacket w/embroided 4th degree emblem, Dark gray pants, blue 4th degree tie, black beret with metal emblem device and appropriate colored patch, white shirt, black socks and shoes service baldric/sword, PG 113 pin, miniature jewels, jewel of office

6 4th Degree Honor Guard Honor Guards
New Uniform is the official uniform of the 4th Degree New uniform is for Honor Guard official events i.e. masses, funerals, parades, conventions, church & school events etc. No mix and match, i.e. new uniform and other 4th degree members in dark suits/tuxedos and social baldrics New Uniform – No name tags, tie tacs/tie clasps, pins (except the official 4th Degree pin), PG113 pin is only pin on new uniform

7 4th Degree Honor Guard Beret worn by centering slit in back of beret to the center of back of head. This will place pin to left of center in front. Once adjusted and tied off, slip ends of ties into the slot where the band is located. Do not let the ends stick out and be unsecured. Beret itself is pulled down on right side and beret touches top of right ear.

8 4th Degree Honor Guard As of midnight, June 30, 2019, the old regalia, cape, chapeau worn with a tuxedo, is officially retired and no longer authorized to be worn. Sir Knights who fail to adhere to the Rules of the Order and show up at function in the old regalia will not be permitted to participate in the event.

10 Regalia Violation Policy Form
Introduction: Effective midnight June 30, 2019, the Order will officially retire the Fourth Degree Cape and Chapeau uniform. Continued use of said uniform is a direct violation of the laws and rules Governing the Fourth Degree. Members of the Fourth Degree are instructed to review Section 38 of the Laws & Rules Governing the Fourth Degree of the Knights of Columbus, as revised in 2017, which prescribes the official dress uniform of the Fourth Degree. We expect that all members of the Color Corps, as Catholic gentlemen, will comply with this policy.

11 Regalia Violation Policy Form
Infraction:  As leaders of the Fourth Degree, it is your responsibility to instruct and direct your assembly members that they are required to wear the new uniform if they wish to participate in the Color Corps. If any member refuses to comply, you should handle the situation respectfully but firmly. Consequences: Effective July 1, 2019, any member of the Color Corps wearing a cape and chapeau to an official event will be denied participation and will be given a copy of this written notice that he is in violation of the policy. His Faithful Navigator shall be notified and advised to counsel his assembly members that only the new uniform is to be worn. If a second violation occurs the member will be denied participation and will be ineligible to serve in the Color Corps for the remainder of the fraternal year. Notification of this action shall be sent to the Faithful Navigator and the Office of the Supreme Master.

12 Regalia Violation Policy Form
Subsequent violations may result in a summary suspension under section 162 (6) of the Laws of the Order (Insubordination). Any District Master or Faithful Navigator who cannot or will not support this policy should contact the Office of the Supreme Master Immediately. Faithful Navigators shall remove from office any Color Corps Commander who refuses to comply with this directive.

21 4th Degree Exemplifications
By-laws require that the District Master is in charge of exemplification that is made by a requesting assembly and as approved by VSM and Supreme. District Master’s Advisory Team provides a contract outlining responsibilities of host Assembly and Master’s team so that each exemplification is run in a similar manner.

22 4th Degree Contract Contract:
The below listed agreement list the requirements for an Assembly offering to host a Patriotic Degree. Assemblies wishing to host an exemplification are to understand that this criteria needs to be met and approved by the District Master before the Host Assembly enters into any scheduling or financial obligations: District Master conducts and is responsible for all aspects of a Patriotic Degree exemplification Have read and understand the “Guidelines, 4th Degree Exemplifications”

23 4th Degree Contract Have physically toured the proposed facilities for the exemplification including: Chamber Antechamber Waiting area (area used while waiting for start of degree) Registration area Work space for the Master’s registration team Space for the women’s program Banquet room Space and location for country store (if attending) Honor Guard changing room Note: It is acceptable for some areas to be of a dual purpose, i.e. waiting area may later be used for the banquet The price to be paid by the Master to the Host Assembly for the banquet shall be approved in advance. The Master shall pay the approved price to the Host Assembly for each Candidate (Priest, Deacon, and Lay), Adult Guest (over 12), and the Master’s comped banquet guests.

24 4th Degree Contract The Host Assembly shall be financially responsible for comped guests that may include the Master of Ceremonies, Honoree and family, Keynote Speaker, Clergy member providing invocation/benediction during the banquet. Pricing will be approved for adults with separate approved pricing for children 5-12 years of age. Children under the age of 5 should not be charged. A Master’s fee of $5 to the cost of adult banquet tickets will be added to price of banquet. The letter of invitation will be drafted by the assigned Registrar that includes a schedule of events and shall be reviewed by the Faithful Navigator and then approved by the District Master.

25 4th Degree Contract RESPONSIBILITIES Host Assembly:
1) Identify members from hosting assembly to handle the following responsibilities: Setting up the required spaces as needed by providing adequate facilities for conducting the degree (as directed by 4th Degree Team Captain and set up as required by the Guidelines), the registration Team area, Degree Team and Country Store (including the assisting of Country Store proprietors with set up and take down) Provide food service during registration adequate to cover the duration of time from start of degree through the start of the banquet. Provide a Ladies’ Program for the ladies attending with candidates, sponsors and guests.

26 4th Degree Contract Assigned person to registration table as needed by the Master’s registration team Provide a Banquet Clean-up 2) Host Assembly shall be financially responsible for the following: a. Securing one time ads for the program booklet b. Cost of food for registration period and the banquet c. Cost of the certificates providing to candidates and Honoree certificate d. Cost of producing program booklet if cost exceeds amount covered by year-long ads. It is suggested assembly sell one time ads in the program book to offset cost of printing of program e. Forward all payments received for registration and ads to Registrar of the degree

27 4th Degree Contract 3) Identify Honoree for the exemplification
Provide a photo and biography to Registration Team contact for inclusion in program at least 30 days in advance of the exemplification 4) Refer all questions about registration to assigned Registrar 5) Participate in weekly teleconferences the month prior to and the Monday after the exemplification Master’s Registration Team: Receive and process all registration and payment for candidates and banquet guests Receive and process all one-time program book ads including payment for same Create and print the program book Create Name Tags, Certificates, and Membership Cards for the candidates Prepare all paperwork required by Supreme

28 4th Degree Contract Manage the collection of money and payments including: Payment to Supreme Payment to Host Assembly for Banquet and Ads Payment for printing or Program Book Account for all monies collected and disbursed to the Master For program ads sold by the Host Assembly, they shall receive 60% of ad price as a commission. The 40% kept by the Master shall be used to offset the cost of certificates Degree Team: Conduct the exemplification in accordance with Supreme guidelines Oversee the set-up and activities in the antechamber and chamber

30 4th Degree Form 4’s FORM 4’S They must be readable
If we are unable to tell the difference between a 1, 7, 9, etc., we have a problem They must be complete Member’s membership number All signatures-member, Proposer, Faithful Navigator, Faithful Comptroller, Financial Secretary of Council Candidate’s 1st Degree date Candidate’s Assembly number (the one they are going into)

31 4th Degree Form 4’s Mail entire Form 4 to the Registrar. Assemblies and Financial Secretaries are NOT to tear off their copies or allow individuals to take their copy. The Admin Team needs to process ALL four copies of the Form 4 during the Exemplification. Make sure there is a representative of your assembly at the degree so that the final packet of copies of Form 4’s can be provided to them for your assembly and council. Do not mail forms or checks to the Master but to the Registrar whose address is listed on the Exemplification letter. Though checks are made out to the Master of the District, the processing is completed by the Registrar and Admin Team.

35 4th 4th Degree Exemplification Dress
The dress for Candidates and Sir Knights attending the Exemplification is a black, dark navy or dark gray suit, white shirt (no button down collars or French cuffs), black shoes and socks and tie. A black Tuxedo is acceptable and is worn with a pleated white shirt (no French collars), black shoes, black bow tie and black cummerbund (no vests). The social baldric is still part of the dress of the Sir Knights except if wearing the new uniform. If in the new uniform without service baldric and sword, no social baldric is worn. All other forms of dress, suits or tuxedo, the social baldric is worn. Uniformity is the key. Everyone should be on the same page.

36 4th Degree Ceremonials VSM’s have been meeting with Supreme Ceremonials person, Gary Nolan. Discussions include: Review 4th Degree ceremonies to include opening the ceremony to family/friends of candidates Have an actual installation ceremony for all Vice Supreme Masters and District Masters rather than just mail their jewel to them or hand it to them at a convention. Issue them a letter of appointment as they do not even have that

Honor Guards – Notify the Lead District Marshal or any Marshal to provide Honor Guard training. Each member of the Honor Guard should have a card that certifies the member by the current Master Officer Training – Utilize the State program that trains new officers in councils as assemblies mirror councils and the State has tailored some of the training to address assembly officers If they are busy, notify the Master and I will see that your Assembly receives the training

41 4th Degree Membership NEVER BEFORE…
…has our Colorado communities needed the Knights of Columbus more… …we, as Knights, may be one of the few examples of service to others, patriotism, respect of family, unity, the living of Christian standards and gentlemanly conduct to whom many in our society are ever exposed. Our Society Needs More Knights of Columbus ….KNIGHTS FOR CHRIST. We need to strengthen our ranks of the 4th Degree of the Knights of Columbus, the visible arm of the Order, so that we can better serve others.

42 4th Degree Membership If you see a Catholic gentleman & he is not a Knight, invite him to join the Order and once a Knight, invite him to progress through the degrees, culminating in the 4th degree. As our Fourth Degree grows ~ more 1st Degree Knights join. As the Fourth Degree grows ~ more civic and patriotic programs are introduced to our schools, parishes and neighborhoods.

43 4th Degree Membership Reasons for poor attendance:

49 4th Degree Programs Now is the time to reinforce patriotic programs.
Stress the review of the Program Manual # If you do not have it, order it from Supreme Programs can include: Get out the vote, right and responsibility Assembly Chalice programs or some similar presentation Celebrate Patriotic Holidays Veterans Assistance Programs, ie Partner with assistance groups as done in Utah with the American Patriot Service Corp or American Legion an approach to veteran suicide Patriotic Rosary

50 4th Degree Programs Develop programs like a couple out of Arizona:
Restoring Veteran’s Hopes-retreat program giving veterans and opportunity for healing and a chance to share their stories. Reusing Plastic to Help the Homeless-a program that recycles plastic bags into mats that can be used to sit or sleep on out in the elements. Assistance to help raise funds for a more reliable vehicle for the Pueblo Ritual Team that honors fallen veterans.

53 4th Degree Programs The VA Hospital Statuary Program was a success. Began in December of 2018 with a goal to raise $7,500 by end of April, 2019 at the State Convention. At that time we raised just under $10,000. The first week of June, a check was presented for $7500 to place the Stations of the Cross and statues of Joseph and Mary in the Catholic chapel. The rest of the funds are earmarked for the chapel’s needs that are identified. Special thanks goes out to the Grand Junction assembly that raised approximately $4000 and Leo Armenta and the St. Charles Borromeo assembly 3709 for bringing this to the forefront and raising funds.

As of 5/31, the Order has gained 36 new assemblies 20 are from the Philippines w/10 Masters 14 are from the US from 12 Masters 2 are from Canada from 2 Masters With 126 total Masters, 24 Masters instituted 36 assemblies Do we need 126 Masters? Calvert Province has 3 Masters in Pa. McGuigan Province has 9 Masters and Champlain Province, 3% of quota has 9. Florida has 138 assemblies and 1 Master and it takes 9 hours to travel end to end in the state.

58 4th Degree Resolutions Approval process – For Resolutions to be presented at the Supreme Assembly meeting, the following procedure must be followed: The assembly votes on Resolution at monthly meeting The Resolution(s) is given to Master for his approval to be presented at Biennial meeting Master presents Resolution(s) to VSM for his approval Resolutions must be typewritten on correct form and accompanied by signed approval form Vice Supreme Master will approve and submit paperwork to Supreme for presentation at Supreme Assembly meeting
