2 AARC: the Corporation Incorporated as a not for profit ( 501c6) tax exempt corporation in 1947 in the state of Illinois Governance by the Board of Directors Administered by the Executive Office Holds fiduciary responsibility for the Association Mission Statement: the American Association for Respiratory Care will continue to be the leading national and international professional association for respiratory care

3 Mission of the House of Delegates (HOD)
Serve as a representative body of the general membership and of the affiliate societies. Participate in the establishment of the goals and objectives of the Association (AARC) Participate in the governance of the Association.

7 HOD:AARC As delegates, we function in an advisory capacity to the AARC Board of Directors. The AARC Board of Directors (BOD), consisting of at-large elected Officers and Directors of the Association, has the responsibility of carrying out the goals and objectives of the Association

8 Expectation of the Delegate
Represent your affiliate AARC membership. Represent the affiliate BOD to the AARC. Attend the AARC Annual Business Meeting. Conduct yourself according to House rules. Attend all affiliate BOD meetings. Report HOD activities to affiliate BOD and affiliate AARC members. Serve/Chair HOD committees Elect House Officers

House Rules Complete List -- HOD Policy Manual – Pages 27-29 c.aarc.org/state_society/aarc_hod/ ID badges admit members to the HOD meetings and must be worn while attending the AARC’s annual business meeting. While the Speaker/designee occupy the chair, no member shall address the House or make any motion until after recognition by the Speaker. When any member is about to speak, or to deliver any matter to the House, the member shall, with all due respect, address the Speaker, state their name and their Chartered Affiliate, and confine themselves strictly to the point of debate. While the Speaker is putting any question to the floor, the member shall remain in their seat and shall not hold any private discussions. No delegation shall speak more than twice on the same motion nor longer than 5 minutes at any one time.

11 Delegate Charges Become familiar with House Rules and with the AARC goals and strategic plan. Bring forth meaningful resolutions which result in improvement and changes in the operation of our Association

12 House Overview Two meetings per calendar year. Parliamentary Procedure
Communication through AARConnect Consider Resolutions and Committee Recommendations. Elect House leadership, AARC Bylaws and Election Committee Members. Approve AARC budget

13 “Open Mic” Period of time during the HOD meetings when the Speaker of the HOD will open the floor for discussions. This is a time when the Delegates can discuss any topic of their choice off the record. Donations from the State Society’s are also collected at this time. Ex: Disaster Relief Fund, Bill Bitzel Scholarship Fund, Morton Duggan Scholarship Fund, International Scholarship Fund for Fellows,Delegate Assistance Fund etc…

15 AARC Budget Process House meeting prior to annual business meeting (i.e. the summer meeting) AARC budget reviewed and considered for approval Executive Session- budget is reviewed & CONFIDENTIAL issues are discussed. This is done during “Joint Session” with the AARC Board.

16 Joint Session Closed door session between the HOD and the BOD members. Called to order by the HOD Speaker. The AARC President will request that the Secretary take roll call for the BOD. The AARC President will discuss his goals and any current issues that are pending. BOD Committees will give updates to the HOD. Confidential information is shared and discussed between these two groups.

18 Compile the “BIG LIST & To Do List” for each HOD meeting
Affiliate Best Practice Committee Co-Chairs: Charity Clark (KS) and Marybeth Emmerth (WV) Identify state affiliates that have best practices in areas of interest such as membership, communications, community service, legislative activities, student recruitment or other topics. Produce up to 3 presentations on these best practices for each HOD meeting Compile the “BIG LIST & To Do List” for each HOD meeting Solicit information from surveys for future topics

19 Chartered Affiliate/Special Recognition Committee
Co-Chairs: Lynette Harms (IL) and Chuck Menders (WV) Provides assistance to the Chartered Affiliates as described The committee has the responsibility for overseeing and evaluating applications for the AARC Summit Award. The Summit Award is presented to the chartered affiliate that has documented their efforts and diligence toward excellence in promoting professionalism, the importance of the respiratory care profession and all the successes achieved through the hard work of the chartered affiliate. The committee solicits nominations from the chartered Affiliates for AARC Life and Honorary Membership to recommend one nomination for each category to the President’s council The committee recommends individuals for special recognition awards

20 Delegate Assistance Committee
Co-Chairs: Kari Woodruff (CO) and Gary Smith (IA) Reviews and act on requests from state societies for delegate travel funds according to HOD approved policy. The purpose of these funds is to provide financial assistance for delegate travel to state societies that have budgetary constraints and/or financial difficulty to ensure that they are represented at each HOD meeting.

Elections Committee Co-Chairs: Shelly Klein (MN) and Suzi Westmoreland (SC) Primary function is to coordinate House nominations and elections. Nominations for officers are received at the summer meeting only. Nominations for committee members are accepted at both meetings. Election of officers and committee members for the Bylaws and AARC Elections Committees are held each fall. Officers are determined by a majority vote and committee members by a plurality vote.

22 Orientation Committee
Co-Chairs: Sheryle Barrett (FL) and Mary Turley (CT) Provides new Delegates with information prior to meetings, including welcome letter, access to the House Policy Manual and Delegate Guide, orientation expectations, and any other pertinent information. Obtains photos of all delegates for House Directory and submits to House Liaison. Plans and hosts a meet and greet prior to the House meeting Plans and conducts a House Orientation Session before each meeting. Submits verification of attendance to AARC House Liaison, Speaker, and Secretary. Works with Progress and Transition Committee to conduct post meeting evaluation of the Orientation Session by new Delegates and identify opportunities for improvement.

23 Policy and Guide Committee Co-chairs: Joe Goss (NJ) and Darcy O’Brien-Genrich (NE)
Goal is to refine the House Policy Manual and Delegate Guide into clear, concise and effective procedural and guidance documents. Work with P and T Committee to obtain updated historical overview of HOD activities to include in the Delegate Guide Collaborate with other committees regarding policies and procedures supporting HOD activities

24 Progress &Transition Committee Chair: Claire Aloan (NY)
Evaluate the outcome and effectiveness of House meetings in conjunction with the Orientation Committee, using a House Effectiveness survey and posting the results for HOD members. Updates historical records and provides a bridge between the old and the new, often offering recommendations to facilitate that process.

25 Co-Chairs: Brent Kenney (MO) and
Resolutions Committee Co-Chairs: Brent Kenney (MO) and Bob DeLorme (GA) Processes potential HOD resolutions for consideration per HOD policy prior to each meeting. Reviews resolutions to insure that they are clear and contain adequate information for responsible consideration by the body; consults with authors/sponsors if needed to improve or meet information requirements. Communicates HOD resolutions for consideration and solicits review and discussion in advance of each meeting.

26 Resolution Process Resolutions written by Society/Delegation and
submitted to Resolutions Committee Resolutions will be considered by HOD All passed resolutions are carried to BOD and they are considered. BOD will then communicate back to HOD

28 This committee certifies the accuracy of the submitted minutes.
Scrutinizing Committee Co-Chairs: Lori Shoman (ND) and Alicia Wafer (MI) It is the duty of this committee to critically examine the minutes of the summer and fall House of Delegates meetings as well as the annual AARC Business Meeting, and provide edits and recommendations if necessary to the HOD Secretary. This committee certifies the accuracy of the submitted minutes.

29 Student Mentorship Committee Co-Chairs: Julie Jackson (IA) Amanda Albee (ME)
The committee focus is student participation in HOD meetings, including inviting students to participate, communicating overview and expectations prior to attendance, and coordinating student attendance and mentoring with affiliates. Committee conducts post meeting assessments and collects data for student registry. The short-term goal of student mentorship is an introduction to AARC activities and association with current AARC leadership. Long-term goal is stimulate students to become involved at state and national levels.

30 Volunteerism and Mentoring Committee Co-Chairs: Sheila Guidry (LA) and
Jennifer Anderson (TX) Serves as a resource to the AARC for community service programs, ideas and contact information Promotes awareness of community service involvement. Works with AARC HOD Liaison for identified volunteer projects worthy of recognition in professional media. Collaborates with AARC International Mission Roundtable to promote activities and volunteer involvement. Work with Chartered Affiliate/Special Recognition to identify candidates for the Bill Lamb Award

31 Join A Committee!! Every delegate should pick a committee on which to serve. Be vocal and get involved! Have fun with it! Committee Chairs will be available after Orientation for discussion.

affiliate. Membership list for your affiliate are available real-time to your President or Membership chair via the web. Form a Membership Committee Retention programs for members New Member & newly credentialed welcome letters

Use your website for common good PRAT (Public Relations Action Team) Look for opportunities and use them
