To provide high-level guidance to Commission, MS, local & regional authorities, and private actors on the transition process towards a more resource-efficient economy policy instruments and governance structures to deliver on the main pillars of the roadmap. indicators and targets for resource efficiency in view of the mid-term review of the Europe 2020 Strategy

Chaired by John Bruton, a former Irish PM 5 European Commissioners (=> Env, Taxud, Entr, Ecfin, Clima) 4 MEPs 9 business leaders from various sectors 4 environment ministers (D, ET, I, DK) Members of international organisations and institutions (OECD, UNEP, UNIDO), civil society (FoE, BEUC, ETUC) and academia

4 Work and process Plenary meetings: 5 June, 14 Dec. 2012, 17 June (March 2014) Sherpa meetings to prepare plenaries Three Working Groups: WG I: Circular economy / greening the economy WG II: Setting objectives and measuring progress WG III: Framework conditions for investment in resource efficiency => "Manifesto for a resource efficient Europe" (Dec.'12)

Set objectives, measure and report progress To improve overall resource productivity of the EU economy Related indicators: materials, water, land and carbon Improve information on environmental and resource impacts for decision making Measure and report progress Non-financial reporting Natural capital accounting Phase out environmentally harmful subsidies Fossil fuels and the use of water in agr., energy and industry Context of the European Semester To shift the tax burden away from jobs to resource use

Moving towards a circular economy and promoting high-quality recycling Reducing waste, residual waste to a minimum Better implementation, review targets, tackling irresponsible exports, market based instruments, Extended Producer Responsibility Improve resource efficiency in business–to-business relations Sustainable sourcing standards B2B information: "product passport" on what resources a product contains and how it can be repaired or recycled Network of industrial symbiosis initiatives

Taking forward a coherent, resource efficient product policy framework Deliver a stronger and more coherent implementation of Green Public Procurement Systematic monitoring mechanism based on real public tenders European network to exchange good practice, standardise approaches and develop guidance Develop instruments for SMEs Resource efficiency audits/consultancy Access to finance Advice and skills development
