4 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 Background In 2000 the FAA developed an Environmental Impact Statement (EIS) The FAA issued a Record of Decision (ROD) on the EIS in late 2000 The ROD states that: HAS will reevaluate the noise environment during subsequent updates of the Airport Master Plan, typically updated at 5 to 10 year intervals. Should subsequent noise analyses indicate that noise levels in noise sensitive areas are approaching the threshold of significance, a remedial program, such as sound insulation, would be developed in consultation with representatives of the affected area. 4

It was not until 2009 that HAS found a significant impact in the North Hollow neighborhood. 5

6 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 Methodology Aircraft noise exposure in the IAH environs was analyzed for 2008 conditions in accordance with the methodology for preparing aircraft noise exposure maps contained in FA A Order 5050.4B. HAS performed the noise analysis using the FAAs Integrated Noise Model (INM). The Noise Contours were overlaid on an aerial map. The 2008 Noise Contours showed an increase when compared to the 2002 Noise Contours. The 2008 65 DNL Noise Contour covers the North Hollow Neighborhood. Noise must be mitigated in the neighborhood. 6

The following measures are potential elements that may be included in the RSIP. 9

16 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 Transaction Assistance The FAA can only fund certain costs associated with the sale which are generally limited to the real estate sales commission. Property owners who wish to sell their property have an option to receive reimbursement for sales commissions incurred in the selling of their property. This would be offered with the following conditions. 1.The property owner must enter into an legal agreement with the HAS to participate in the Transaction Assistance Option (TAO) within one year of the start of the RSMP to qualify for the option. 2.The property owner must execute an avigation easement 3.Typically sales commissions run around 6% of the sales price in the Houston area. 4.Relocation assistance is NOT included in Transaction Assistance 5.HAS will still offer the RSIP to the new owners of the home 16

The airport purchases the property with an avigation easement at the appraised fair market value as is subject to airport noise. Typically, noise insulation is provided and the property is then listed and sold subject to the avigation easement. 18

Dependent on the number of participants it could extend the program by many years. –Home values could be severely depressed during any acquisition process. –Residents would NOT be reimbursed for any relocation related cost. –Could result in vacant homes in the neighborhood. 19

20 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 Sales Assurance The appraised fair market value of the homeowners residence is guaranteed on a timely market sale, however the airport does not acquire the property. Should the property sell for less than the appraised value, the selling owner is compensated for the short fall by the airport. Property is appraised at its current fair market value as is subject to airport noise. The property is listed and sold subject to an avigation easement that is conveyed to the airport at sale of the property. 20

22 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 NORTH HOLLOW RESIDENTIAL SOUND INSULATION PROGRAM January 25, 2010 Avigation Easement An Avigation Easement allows for the free and unobstructed passage of aircraft, and noise and other effects of Aircraft Operation over the impacted property. HAS would require the donation of an avigation easement in exchange for participating in any of the previously described program elements. HAS will purchase avigation easements for any adjacent vacant and agricultural property. If noise levels inside a home already meet FAA criteria, or if homeowner chooses not to participate in the program HAS will be willing to purchase an avigation easement. 22

The plan will include an option or a combination of options best suited for your community. HAS will host a workshop to outline selected options(s) and to sign-up interested homeowners. We plan to begin insulation of homes this construction season. 23
