Leaders will complete a DD Form 2977 DELIBERATE RISK ASSESSMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation Environmental Considerations: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to ATF Environmental Considerations and GTA ENVIRONMENTAL-RELATED RISK ASSESSMENT.

5 What is IPPS-A? The Integrated Personnel and Pay System-Army (IPPS-A) is a web-based Human Resource system designed to provide integrated, multi-component personnel and pay capabilities across the Army using the latest technology. Show Slide #5: What is IPPS-A? Facilitator Notes: (read and facilitate discussion using the slide) IPPS-A is a modern, CAC enabled, multi-Component Army HR System that gives all Soldiers 24 hour a day self-service access to personnel and pay information utilizing a long strong password. A CAC is not required for self-service access. IPPS-A information will be precise, relevant, timely, and authoritative. The Integrated Personnel and Pay System-Army (IPPS-A) is a Web-based Human Resource system designed to provide integrated, multi-Component personnel and pay capabilities across the Army using the latest technology. IPPS-A Background Headquartered out of Army G1 FMD. Team consist of more than 200 personnel. Active Duty, Army National Guard and United States Army Reserve Soldiers with a variety of ranks, Enlisted (SSG-SGM), Officers (CPT – COL), Warrant Officers (CW3 – CW4), GS Employees and Contractors. IPPS-A is a PeopleSoft “Off The Shelf” product. Once IPPS-A is developed and on line, the Army will have 1.1 million users and will be PeopleSoft’s largest customer. Army “Stakeholders” are a representation of the major commands and commands with a role in the building of IPPS-A. (FORSCOM, TRADOC, IMCOM, USAREUR, USAPAC, HRC, SSI, USAFINCOM, ARNG, USAR, etc.) IPPS-A is being built using the “Agile Build” method. Agile build is where they build a segment of the system and then display that portion of the build (to the stakeholders) for input, feedback and adjustments. Stakeholder Build Reviews take place approximately every six weeks and the reviews started in late 2016. IPPS-A is taking advantage of the advancement of technology during the pass 9-10 years. DIMHRS Background The IPPS-A build team is using the lessons learned from DIMHRS for the development of IPPS-A. DIMHRS was designed and programmed for implementation to all of the services, Army, Navy, Air Force, Marine Corps, and Coast Guard. It was too big of an endeavor. The off the shelve product was being customized to each service. Instead of member it would read Soldier or a rank abbreviation, instead of absence it would read leave, etc. This customized approach would of created too large of a maintenance bill. Every time there was a system update someone would have had to go into the system and make all of the custom updates again. IPPS-A will be the HR Professionals’ “One Stop Shop” for timely and accurate personnel and pay data.

6 Who Does IPPS-A Effect? All Three Components – Active, Army National Guard, and United States Army Reserve Soldiers. Soldiers, Civilian Employees, & Contractors – all Soldiers from the newest recruit to the most senior officer; any civilian employee that leads Soldiers or provides administrative support; any contractor that provides administrative support. Members of other Services – personnel from other services that supervise Army personnel or provides administrative support. Show Slide #6: Who Does IPPS-A Effect? Facilitator Notes: (read and facilitate discussion using the slide). IPPS-A will affect: All three Components – Active, Army National Guard, and US Army Soldiers. Gaps in data will be almost non-existent with this system. Soldiers, Civilian Employees, & Contractors - all Soldiers from the newest recruit to most senior officer; any civilian employee that leads Soldiers or provides administrative support; any contractor that provides administrative support. As an example; a GS employee that processes action like award request or a contractor that prepares lessons for a service school. Members of other Services – personnel from other services that supervise Army personnel or provides administrative support. As an example; an officer that rates a Soldier for their evaluation report or a Service Member that works in a J1.

7 Why IPPS-A? To move the Army to a 21st Century Personnel and Pay System that can enhance the Army’s ability for: Total Force Visibility - enhances Army readiness by delivering the capability to see the entire force within one system, instead of reconciling multiple legacy systems. Talent Management - allows leaders to better see the skills and abilities of their Soldiers, enhancing their ability to put the right person in the right job at the right time. Auditability - supports the congressional mandate for financial accountability and creating a secure, efficient and accurate system. Show Slide #7: Why IPPS-A? IPPS-A will provide: Total force visibility - enhances Army readiness by delivering the capability to see the entire force (Active, Guard & Reserve) within one system, instead of reconciling multiple legacy systems. Currently, if the Chief of Staff wants to know how many Soldiers of a particular skill set are in the Army, the National Guard’s 54 SIDPERS systems, the Reserve’s system and the Active Component’s systems must be queried and that can take as much as two to three weeks to compile the information and get an accurate answer. With IPPS-A, only one system will be queried to gather the information for the entire force (Active, ARNG & USAR). Talent management - allows leaders and personnel managers to better see the skills and abilities of the Soldiers, enhancing their ability to put the right person in the right job at the right time. Enhanced decision-making capabilities to Strength Managers and Commanders at every level. Better shows the talent inside a unit’s formation. As an example, a ARNG Soldier may be a certified electrician or plumber outside of the Army and a unit may need to help provide relief during a natural disaster, hurricane, earthquake, etc. Auditability - supports the congressional mandate for financial accountability and creating a secure, efficient and accurate system.

10 Benefits of IPPS-A IPPS-A is critical to transitioning the military pay mission to the HR community and provides: Data Standardization Self-Service Access Through a Soldier Portal Efficiencies Gained by Automated Processing of Actions Strength Management and Accounting IPPS-A will reduce the requirement to update and maintain multiple HR systems Personnel Asset Visibility and Accountability Information for Audit Readiness Requirements Business Process Standardization across Components An Integrated Personnel and Pay System Soldier Support Throughout the Army Personnel Lifecycle (“Hire to Retire”) No more gaps in data A Comprehensive Personnel and Pay Record IPPS-A will remove the requirement to submit Transmittal Memorandums (TM) to finance IPPS-A will better serve Soldiers and their Families, Leaders and HR Professionals and improve the management of personnel information by streamlining personnel and pay functions and correcting current system deficiencies using the latest technology. Commanders and leaders can set up a “Dashboard” within IPPS-A to monitor pending actions Less likely for an action to be overlooked or misplaced since it is online. Quicker turn around because the commander will see exactly what is pending in their “in-box”. Soldier Record Brief (SRB) offers HR Professionals, Leaders, Commanders, and Soldiers centralized access to personnel information online and provides a snapshot of a Soldier’s military career information. The SRB standardizes and replaces both the Enlisted and Officer Record Briefs (ERB and ORB), DA Form 2-1 and the Reserve Component Manpower System (RCMS) Automated Record Brief for each component respectively. The SRB consists of eleven sections and is created by one system, IPPS-A. The identified authoritative data systems (depicted in grey) provide persistent interfaces with IPPS-A to populate the areas as shown: Section I: Overseas Assignment Information Section II: Career Field Data Section III: Security Data Section IV: Service Data Section V: Personal and Family Data Section VI: Foreign Language Section VII: Military Education Section VIII: Civilian Education Section IX: Awards and Decorations Section IXa: State Awards Section X: Assignment Information Section XI: Remarks Although the Member does not personally update their SRB, they are responsible to ensure the information in their record is accurate and complete. If information is missing or incomplete, it may have adverse effects on areas such as promotion boards. To assist in this effort, an SRB Questionnaire is provided in IPPS-A. If a Member discovers erroneous or missing information, they should open the SRB Questionnaire tile in IPPS-A, indicate which sections have errors, and then contact their S1 to resolve the issues. Section VIII Civilian Education IPPS-A The final SRB will include minor changes due to the system development and testing processes for IPPS-A. This version is only a template mock-up. Automated Workflows A workflow is the routing process of actions, awards, absence, etc. Once a unit establishes their “Workflow” an action will automatically flow through the process with the completion of each step. Workflows are customizable for all actions. As an example, a request for absence may not flow through the 1SG, while requests for awards will.

This is the Home Page for IPPS-A for either a mobile device or computer. The software is considered “Fluid”, meaning the software will automatically adjust the size of the pages to the type of device being utilized (i.e., phone, tablet, or computer). The home page is customizable in regards to what tiles/icons are displayed. When logging into IPPS-A utilizing a CAC all tiles will display, while logging in with a long strong password, only Self-Service capabilities will display. Play the video link that shows a demonstration of the self-service page, known as the iHUB – after video is done playing, ask the students their impression – Focus on the ease of use, look, and content. Mobile Device Access (DA G6 Concurrence / Approved): Ability for Soldiers to access their own IPPS-A information (Soldier Self-Service) on personal devices. A secondary address (Gmail, yahoo, iMac...etc.) for an IPPS-A profile for notification updates only. Commander and Leaders access with a CAC card on a personal device (laptop, desk top, mobile device IPad/Tablet) or non .mil domain IOT conduct regular business such as approving actions and completing evaluations. 21 New Equipment Training (NET) Overview
Online (DL) IPPS-A Training courses will reside within the IPPS-A system Instructor Facilitated Training will be conducted virtually and face to face DL Pre-Requisite Training will be made available at D-120 for HR Professionals Instructor Facilitated Training begins at D-14 and ends with a Capstone Exercise IPPS-A includes an Electronic Performance Support System (EPSS) with embedded F1/Help functionality and training products Show Slide #21: New Equipment Training (NET) Overview Facilitator Notes: Regarding NET User Training: Online NET training will be embedded within the IPPS-A system; therefore, there will be no requirement to go to other systems/websites to conduct training. IPPS-A removes the requirement to print or certificates of completion. All training will be embedded within the system with visibility to supervisors and leaders. Self-Service NET training will be available to you at approximately D-120 (meaning 120 days prior to system release) Classroom NET Training will begin at approximately D-30 (meaning 30 days prior to system release) NET Training will end with a capstone exercise NET Training will be supported by the system’s “F1” help function capability

IPPS-A Service Providers Show Slide #22: NET Courses & Intended Population Facilitator Notes: There are approximately 30 two person IPPS-A Mobile Training Teams (MTT) that will provide training in roughly 50 location throughout the Army plus individual states and territories for the ARNG. The ARNG will receive training just prior to and during Release 2 and Release 3. The Active and USA Reserve Component will receive training just prior to and during Release 3 Number of hours for the courses are in parentheses ( ) after the title of the course. Self-Service: Provides the basics for any Soldier to navigate through the self-service portion of IPPS-A, such as submitting a request for absence or up dating a mailing address. Commander / Leader (2hr): Prepares supervisors to make recommendations, approve or disapprove items and process the action through the work flow. HR Professional / IPPS-A Service Provider (60hrs): Prepares users to execute roles as an HR Professional within there command/organization. From processing Personal Action Request (PAR) and Award recommendation to unit strength management. Roles and permissions will be granted for the litany of actions completed by HR Professionals. Validator (70hrs): This role (BDE & above) is responsible for granting roles & permissions to users within the command/organization. Subject Matter Expert (SME)(84hrs): Prepares organization representatives with additional IPPS-A knowledge to further enhance the capabilities of the personnel within there command/organization. A primary IPPS-A trainer for the command/organization. Top of System User (80hrs): Prepares users for specific roles performed at Top of the System such as HRC and Army “G” staff. Capstone Exercise (2-4hrs): Is a culminating NET exercise executed at the work environment that validates users are prepared to use IPPS-A.

Additionally, the course will provide instruction on authoritative data sources and interfaces that IPPS-A uses to provide a single Soldier record. IPPS-A Data Manager: To prepare HR professionals that manage Human Resource data within their commands. This course provides military Human Resource instruction for mid to senior level GS employees (GS-7-13), 42A NCOs (SSG and above), 420A Warrant Officers, and HR Officers (42B/H) who enable their commands with HR data for analysis, modeling, projections, trends, and metrics development. This course provides students advanced instruction and use on the Oracle Business Intelligence Application as the primary tool in extracting critical and routine HR data that supports decision-making. IPPS-A Internal Management / Audit: To prepare Military HR professionals assigned the responsibility to develop and sustain internal controls and audit readiness within their command. This course provides the student with the knowledge and practical application on the development and sustainment of internal/management controls and statutory requirements for the HR and MILPAY function. The course provides instruction on auditing, development of metrics and associated analysis, error resolution, quality assurance, current MILPAY workarounds, and development of personnel readiness reviews to identify shortcomings, trends, and projections. IPPS-A Talent Management: This course provides HR professionals instruction for mid to senior level GS employees (GS-7-13), 42A NCOs (SSG and above), 420A Warrant Officers, and HR Officers (42B/H) who perform the talent management functions within their command or for the HR enterprise. This course is specifically designed for talent managers at the Division and above level to include talent managers assigned to the Army G1 and the Army Human Resources Command. This course provides students advanced instruction and use on the Integrated Personnel and Pay System – Army and the Oracle Business Intelligence Application as the primary tool in extracting HR data for use in their role as a talent manager. The course covers topics ranging from requirements development, requisitioning process, skills/competency management, certification management, and other topic areas relevant to managing personnel and the requirements of the Army. The students will learn how to identify current and emerging requirements and make recommendations to seniors on how to recruit and develop talent to ensure those needs are met. IPPS-A Institutional Training Support: This course provides training for training developers, instructors, and training environment administrators within the Soldier Support Institute, the Army National Guard Professional Education Center, the Army Reserve Training and Education Center, and the Total Army School System Battalions. The course prepares developers, instructors, and administrators on the use of the institutional training system to include access, provisioning, User Productivity Kit (UPK) authoring, and maintenance of the system.

This training is a step-by-step guide to understanding your SRB. Each training module provides detailed descriptions of the fields contained within the 11 sections of your SRB. At the conclusion of the training, you will be fully prepared to utilize your SRB to support your Human Resources requirements. Five buttons on the main screen – See It, Try It, Know It, Try it, Print It – enable you to view the training in different modes: See It! – Automatically navigates you through each lesson while displaying detailed explanations for each Field. Try It! – A self-paced navigation that allows you to go at your own pace through the training. Just click anywhere on the training or hit Enter to advance to the next screen. Know It! – A self paced navigation that test your ability to proceed through the lesson. It will NOT allow you to proceed until you have selected the correct answer and will provide you a score after completion of the lesson. Do It! – Provides users with help when and where they need it in the live application itself. When a user gets stuck in a transaction, they can access the Do It mode via the application help menu. Print It! – Allows your to print or save a job aid of the training.
